Interlocutors' report deflates NC's autonomy balloon | | | Early Times Report jammu, Apr 12: Restoration of autonomy shall create a constitutional crisis in the state. This has been attributed to New Delhi's nominated Interlocutors' report that was submitted to the Union Home Ministry last year. A local news agency quoting sources said the report while ruling out restoration of autonomy has recommended restoration of Article 370 in its original form. The report has stressed need for appointment of Governor of the state after consulting the state legislature. The report, according to the news agency, has made a passing reference about unmarked/mass graves in the state of Jammu Kashmir. The `leak' must have shocked the National Conference, believe political circles. The NC expressed joy when Late Justice Sageer submitted his report in 2010. He had recommended a `diluted' version of autonomy for the state to address grievances of the people. The NC constituted a panel headed by the Finance minister to study Sageer's recommendations. The Panel has not submitted its report till date. The interlocutors had evaded a mention of autonomy in their interim report. Shockingly when the Omar led government was supposed to register protest with New Delhi for causing miscarriage of Sageer's recommendations and the Rather Panel, he urged the separatists to meet the interlocutors. This is not the first time when NC has received `autonomy shock'. In 1996 Dr Farooq led Government constituted the State Autonomy Committee (SAC). The SAC produced a detailed report which was submitted to the Union Government for consideration. The state legislature even passed a resolution seeking restoration of autonomy. However, the then government at New Delhi rejected the resolution as well as the autonomy document. The `leak' has vindicated the a Valley based senior columnist. According to him, New Delhi cannot give the autonomy gift to National Conference. "The separatists call the shots in Kashmir. Syed Ali Geelani runs the show and he has made his intentions clear. He is not interested in autonomy. He has given his five point formula and wants the government of India to accept Jammu Kashmir as a disputed territory. Like him, the majority of the people in Kashmir are not interested in autonomy", he believes. Similarly nobody in Jammu and Ladakh has shown any liking for autonomy. So why should New Delhi restore autonomy? And to whom shall it be gifted? Gifting it NC will make no difference. And the people who matter are averse to the very idea. |
