Decks clear for construction of 850 MW Rattle HEP in Kishtwar
5418 Kanals handed over to GVK

Jammu, Apr 13: The District Administration Kishtwar has handed over possession of approximately 5418 Kanals of land to GVK Powers and Infrastructure Ltd for construction of 850 MW Rattle Power Project to be constructed in Drabshala village of the district.
The authorities have completed the land acquisition in record time thus paving way for take off of the project. The District Magistrate, Muhamamd Husain Malik said out of approximately 7480 Kanal of land required, 5418 kanals 4342 Kanal and 2.5 Marla state land and 1075 Kanal and 17 Marla private land was handed over to GVK Powers for starting construction work on power project which provides job to at least 5000 unemployed youth including job to both skilled and unskilled youths.
Malik said that as per the agreement, the company has been told to give preference to local youths while making the appointments in the project. He said that efforts are on to clear the remaining land of 2422 Kanal and 5 Marla forest land.
The transfer of forest land to the contract awarded company is in final stage and said that within one or two weeks, the possession of the forest land will be handed over to company, Husain said. He said that Land compensation process has been completed and Collector Land acquisition Kishtwar Rajesh Kumar Shavan under section 6, 7 and 17 (Emergent) of revenue act is distributing the amount @ 80% among the land owners whose land was acquired for the construction of the project.
The District Magistrate said that over three hundred families spread over 18 revenue villages are coming under the alignment of the project and said that government is making its efforts to rehabilitate them at the suitable identified place.
The Assistant Commissioner Revenue Kishtwar, he said, is personally visiting the land owners and distributed land compensation to them. He said that approximately an amount of Rs. 32 lacks was today distributed among the land owners of Khori village by ACR Kishtwar.
He said that in order to clear the environmental decks for construction of Power Project, District Administration Kishtwar along with officials of Jammu and Kashmir State Pollution Control Board held a public hearing for environment clearance at project venue site on 8th of this month and the same was attended by thousands of local people from all strata of life including N.G.Os, social workers, educationist , environmentalists who shows satisfaction over the steps taken by the authorities in terms of prevention of environmental hazards in the area once the construction of the project was set into motion.
The project will be constructed in a joint venture with Jammu & Kashmir State Power Development Corporation Ltd (JKSPDC) for procurement of power on a long-term basis from the 850 MW Rattle Hydro Electric Power Project to be constructed on river Chenab in mountainous Kishtwar District under Build, Own, Operate and Transfer (BOOT). As per the agreement, GVK will hand over the project to the state government after the period of 35 years from the date of commission of the power project. The project that will require an investment of around Rs 5000 crore is slated to be commissioned by 2017.
Rattle Power Project is the first hydel power project in the country that has been awarded through a tariff based competitive bidding process. This project also has the unique distinction of being the first private sector investment in the power sector in the state of Jammu & Kashmir.
Jammu and Kashmir will get 16 percent of free power from the GVK Power and Infrastructure Limited which includes 1.5 % for local area development and out of the remaining power the company will sell power to the state at a cost of Rs 1.44 per unit, which is less than the unit price paid by the state government while purchasing the power from Northern grid thus will save approximately an amount of Rs. 1200 Cr annually to the state government once the power project will start generating the power.
