PSC seeks stringent curbs on Adhoc, pick and choose appointments | | | Syed Junaid Hashmi jammu, Apr 13: Jammu and Kashmir Public Service Commission (JKPSC) has asked the state government to curb practice of making Adhoc appointments stringently. Commission has in its annual report for the year 2010-11 stated that the practice of the government making Adhoc as well as regular appointments in relaxation of the rules against direct quota posts still continues. Rebutting the official claims, it has said that neither copies of such government orders are endorsed to the commission nor are details of the posts filled made available to the commission. Commission has further stated that in certain cases, Adhoc appointees have been regularized or regular appointments have been made in relaxation of rules without fulfilling the constitutional requirements of consulting the commission. PSC made a formal request to General Administration Department (GAD) to advice all the administrative heads to ensure that copies of orders regarding Adhoc appointments and stop-gap arrangements are invariably endorsed to the commission. PSC report maintains that only a few departments acted upon the instructions issued by GAD while most other departments preferred not to communicate with the commission. Peeved over this, PSC has recommended for curbing Adhocism strictly. Even while making Adhoc appointments, which should normally be avoided, it has been observed hat the concerned departments do not observe rules strictly. PSC has not hesitated in saying that Adhoc appointments are made on pick and choose basis without any regard to quota for promotion, thus causing hardships to the deserving and eligible candidates. It has stressed that any departure in adhering to the quota while making Adhoc promotion and direct requirement may create imbalance in the service leading to violation of the respective Supreme Court directives. Commission has recommended that if Adhoc appointment becomes inevitable, administrative department should consult the commission with the request to recommend candidates strictly as per the merit from amongst the candidates in the waiting list or on the basis of merit. PSC has further demanded that no government servant should be appointed to higher post until cleared by Departmental Promotion Committee (DPC). It needs to be mentioned here that while number of unemployed youth has crossed six lakh mark in the state, state government has engaged more than 59000 people as daily rated workers besides 6800 others, working on consolidation, Adhoc and contractual basis with meager remuneration. As per the official figures besides daily rated workers and Adhoc employees, more than 19000 people were working as casual laborers with various government departments across the state. 6850 persons were working as Adhoc, contractual and consolidated employees in various government departments. Empowered Committee, constituted by the government to make recommendation with regard to the Adhoc employees, has so far recommended 1802 cases for regularization. The highest number of employees have been regularized in health and medical education department (1230) followed by 95 in education department, 89 in forest department, 73 in Ladakh Affairs department and 38 in PWD( R&B) department. Committee is empowered to make necessary recommendations under Section 10 (4) of J&KCS (Special Provisions) Act 2010. Figures reveal that besides contractual and Adhoc employees, around 59105 persons have been engaged as Daily Rated Workers (DRWs) in various government departments. |
