| JKCA scam strangles `dream' project | | Jammu's Cricket stadium? | | Early Times Report
Jammu, Apr 14: The recent expose about massive embezzlement of Jammu Kashmir Cricket Association (JKCA) funds had a serious bearing on the proposed cricket stadium at Jammu. Thanks to the rival faction of the JKCA, the dream project has been shelved. After the expose their wish to shelve the project was granted in JKCA's first major decision after the scam.
Interestingly JKCA had engaged two retired Chief Engineers from Kashmir as Technical Advisors. These two retired engineers share a very close proximity to a certain contractors who are presently engaged in the construction of Cricket academy at Srinagar. The construction of the Stadium at Jammu was given very wide publicity and tenders were invited from leading construction houses of the country. Project Manager was very carefully chosen keeping their track record in mind. The President, JKCA himself took very keen interest in selection of the project manager. All the codal formalities were completed, yet the actual construction work was delayed. The two Technical Advisors raised queries after queries after the site was visited time and again but no construction work was taken up.
The sequence of events would suggest that the Stadium was being systematically sabotaged. If the tender process was as transparent as one is given to understand then why was it being delayed? It would not be out of context to mention here that the present treasurer Manzoor Wazir took over in the month of June, 2011. As per the JKCA rules, the Treasurer is to keep the full record of all the accounts of the association in his custody. The treasurer had been all long operating the accounts knowing fully that the full record of the accounts of the association were not in his custody. Why did he choose to remain quiet all these nine months? Did he even inform the President and Chairman or for that matter even the Finance Committee about this. Why did he go along with the General Secretary, signing cheques and making huge payments? The events would suggest that the Treasurer all along knew the existence of bogus accounts and what made him make it public at a very particular time is a million dollar question.
The JKCA had planned the foundation stone laying ceremony of the Jammu stadium for March 18. Chief Minister Omar Abdullah, Sharad Pawar Union Minister and President ICC,Ghulam Nabi Azad Union Health Minister and Union Minister for New and Renewable Energy and President of JKCA had agreed to grace the occasion.
Everything was being meticulously planned and then suddenly a week before the occasion, the Treasurer choose to inform the President of the scam and given the first opportunity, in collaboration with the two Technical Advisors, and some Jammu based Working Committee Members, manipulated the events in such a way that the President was forced to shelve the project.
An ordinary person too can understand what the cricket stadium would have meant to Jammu. Besides giving a tremendous fillip to the cricketing activities it would have boosted the economy of Jammu region. Then why was the project shelved? And why are not the champions of Jammu rights mum? Is the whole facade meant to disgrace an individual or is there more to it than meets the eye? It is a well known fact in the corridors of JKCA headquarter that the project of the stadium was deliberately sabotaged as the treasurer and the two Technical Advisors were all along wanting the project to be awarded to a certain Kashmir based contractor.
The minutes of the Working Committee of JKCA held on April 13, 2009, wherein Manzoor Wazir the then Vice Chairman Kashmir wing along with Vice Chairman Jammu wing had been entrusted the job to examine the accounts of JKCA for the period 2006 to 2009 and asked to submit the detailed report. Manzoor Wazir registered his approval to the accounts of JKCA for the period 2006 to 2009 in the working committee meeting. Interestingly an amount of Rs. 7.5 crores on account of subsidies was received from BCCI on Feb. 18, 2009 and deposited in the bogus account. The money was siphoned off within days. Incidentally Mehboob Iqbal happened to be the Chairman at that point of time .In the meeting of the Finance Committee of JKCA held on July 17, 2011, it was decided that henceforth all the payments for developmental work of JKCA shall be released only after seeking approval of the Chairman, JKCA.
However, up to December 2011 a payment of Rs. 5 crores was released by the Treasurer without seeking approval of the Chairman JKCA. This particular character had all along being manipulating things to his advantage and the cancellation of International Cricket Stadium Jammu was all along being planned and executed by the same characters in collaboration of the two Technical Advisors and the champion working Committee members Jammu. |
