| With centre's support Omar continues kidding Congress | | | Early Times Report
Jammu, Apr 14: Chief Minister,Omar Abdullah,has developed the art,rather technique,of kidding the Congress,not the Congress high command but the two factions of the state unit of the party.He has been doing it for over two years.At times ignoring the party with which he shares powers. On occasions he has been trying to slight Saif-ud-Din Soz and his supporters in the Congress to give an impression that he (Omar) is the boss.
If he has succeeded in kidding the Congress consistently it is on the issue pertaining to the expansion of the council of Ministers.He has been doing it for the last over one year when he is fully aware of the demand of the state unit of the Congress for the cabinet expansion.
The Congress has every right to demand cabinet expansion when it knows that out of the three vacancies Congress has get two berths in the council of ministers.Even the NC legislators too are in favour of cabinet expansion.
On a couple of occasions a handful of Congress legislators had approached senior functionaries in the party high command for their intervention so that Omar Abdullah agrees to give ministerial berths to three legislators,two from the Congress.
Whether these functionaries broached the matter with Omar or not the Chief Minister does not find himself under any pressure to expand the cabinet.At one stage rumours had that the cabinet expansion would take place after the end of the budget session of the st ate legislature.The session has ended 11 days ago and Omar had tweeted the other day saying that there would be no cabinet expansion.
Agreed that it is the perogative of the Chief Minister to fix the date for cabinet expansion or reshuffle but in a coalition Government it is a joint duty of the power partners to set the date for cabinet expansion or reshuffle.It is not the sole duty of the Chieef Minister to pick up candidates for ministerial berths and assign the portfolios to them.The names and tthe portfolios are usually are decided by the coalition partners jointly or separately.Had it not been the coalition system or dharma Mamata Banerjee would have not succeeded in seeking axing of Dinesh Trivedi as Minister for Railways and in installing Mukul Roy as the new Minister for Railways.
Two factors are said to have encouraged Omar Abdullah for kidding the Congress.First,by securing support from the Union Home Minister,P.Chidambaram,AICC General secretary,Rahul Gandhi and Sonia Gandhi,the AICC Chief,Omar has become invulnerable to the darts of the Congress.
And whenever he finds the need for a fresh backup or support from Sonia Gandhi he sends a senior Congress leader, holding a ministerial post,to New Delhi where he solicits the support of the Congress high for Omar whom he describes,before Sonia Gandhi,as the best Chief Minister.
Secondly,the growing conflict between the loyalists,headed by the PCC Chief,Saif-ud-Din Soz,and the dissidents,led by the Union Health Miniter,Ghulam Nabi Azad,has made Omar invincible.And the other reason prompting Omar to delay cabinet expansion is his eagerness to check groupism in his National Conference.
Whenever he opts for cabinet expansion only one NC man can be inducted in the cabinet against a large number of claimants for berth in the cabinet. Hence he does not want to get the lid liffted from the NC's Pandora's Box. |
