FD misappropriates CAT funds
No utilization certificate for a crore at Nimmo Bazgo project

Srinagar, Apr 15: Misappropriation of funds released under Catchment Area Treatment (CAT) at various HE projects by the Forest Department which was the implementing agency was reported earlier by the Early Times, however, the latest information shows that the amount misappropriated by the department runs in hundreds of crores and Nimmo Bazgo is the latest entry to the list.
So for out of 255.46 Lacs released towards CAT plan by NHPC at Nimmo Bazgo Hydroelectric Power Project , the department of Forests and Soil Conservation have furnished utilization certificate to the Corporation for only 155.65 Lacs. The twin departments have misappropriated Rs. 100 lacs under CAT. However, the utilization certificate furnished by the government for 155.65 lacs is strongly contested by the departmental sources which claim the CAT plan has not seen light of the day as yet at the project site.
Documents available with the Early Times also show that out of 912.055 lacs released by
NHPC/central government for environmental management at Uri Hydroelectric Power Project
under various schemes, the physical achievement on the ground is almost nil.
The Project Officer Uri CAT-II Baramullah projects Financial Achievement at Rs. 1121 Lacs
(over the period of six years) with the number of Creation Closures at 63 and area covered
1426 hectares. However, sources within the department said that not even a single closure
exists on ground.
On the other hand Rs. 223.28 lakhs were released under CAT for soil conservation sector. The department of soil conservation has claimed of covering 1325 hectares at Uri-HEP which is totally baseless as there is not even a single closure existing on ground.
Under compensatory afforestation, Restoration plan, Augmentation and maintenance of CAT and
Restoration units, beating of causalities, plantation, fencing and pastures a total of 912
crores were released during 2002 under CAT for the first time and the process of releasing
crores of rupees started unabated, however, the physical achievement on ground is zero.
The official figures put the financial and physical achievement at Uri HEP as under which, however, is contradicted by the departmental sources saying that not even a single closure projected hereunder exists on ground.

When Early Times verified the physical closures projected in the official figures released by NHPC through on spot visits and departmental sources , not even a single closures exists on the ground.
As already reported, for Dulhasti project a centrally sponsored scheme titled “Greening of Himalayas Dulhast (Kishtwar) Catchment Doda District” was formulated by the Soil
Conservation Department (J&K) during 1989 at a total cost of 280 Lacs. The Scheme was approved
by National Mission on Wasteland and Development, MOEF, Government of India and the scheme was
supposed to be implemented by the Forest Department of J&K Government. Funds for the scheme
were released by MOEF, GOI directly to the forest Department which, however, withdrew the
amount without any physical achievement.
