Personal comfort causes loss to exchequer | Misuse of official vehicles in SMVDU | | Early Times Report JAMMU, Apr 16: The rampant misuse of official vehicles by certain individuals has caused loss to the exchequer of holy money of Shri Mata Vaishno Devi University (SMVDU) during the last two years. Instead of making use of the buses engaged for the purpose of to and fro of the staff from different destinations of Jammu, some officers prefer to use the luxuries staff cars know that they are not entitle for the same. When every single coin of the endowment of Shri Mata Vaishno Devi Shrine Board (SMVDSB) counts, their casual approach is purely seen as guided by comfortability at the cost of the holy exchequer. There is no rule in accordance to which Government vehicle can be used for travelling from home to office and vice versa by these individuals that too when office is at a distance of approximately 100 km (to and fro). In fact, the use is restricted to bonafide official purposes categorically recorded in writing with approval on specific occasion only and not to be continued as a routine matter. "Employees in official travel status may use such staff cars between their residences and place of work with official field duties when alternative arrangements are impracticable and comfort and convenience is not consideration," a senior official of the SMVDU told Early Times on the condition of anonymity. When two buses are plying with even senior officers travelling in, these special luxurious cars are being misused by some officials, who have administrative control and can turn things in any desired manner in connivance with the transport incharge, who is otherwise on deputation from JK Minerals Limited. Vehicles (Regd. No. JK02 14 A 2231 (Toyata Qualis) and JK02AS 4466 (Ambassador) are openly misused by some officials working on prime positions in administration. Among those enjoying the undue favour include an Assistant Registrar, while his other two colleagues, who hold the same rank, travel by bus. "The SMVDU has a fleet of six staff cars, which otherwise are not required. As per the rules, only Vice Chancellor and Registrar are entitled for moving in staff cars out of the university. So, when only two such luxurious vehicles were in need, why such a big fleet was acquired by the university. It clearly indicated some vested interest of certain individuals," expressing his concern, another senior officer disclosed. The SMVDU has Innova, Indigo, Swift Dezire, Qualis (2), Ambassador and a Gypsy in the fleet of staff cars. This practice has been in continuity for nearly last two years, hence in the general interest of university the expense running in lakhs can be used for some other noble cause for welfare and development of the University. As the money spent is hard earned public money offered in shape of donations to the Shrine Board is not to be wasted in such lackadaisical manner and need to be judiciously used. Any officer or employee of the organisation, who willfully uses or authorizes the use of official vehicle for use other than official purposes, is accountable and liable for disciplinary action including financial penalty. However, in present case same needs to be applied to transport incharge of the SMVDU. It is worthwhile to mention here that the former Vice Chancellor, Prof NK Bansal had issued strict instructions with regard to use of official vehicles. |
