Home ministry spends Rs. 3,583.305 crore on security related expenditure in J&K | | | Syed Junaid Hashmi JAMMU, Apr 16: Union home ministry has spent a huge amount of Rs. 3,583.305 crore as security-related expenditure in Jammu and Kashmir since militancy began in the year 1989. This revelation has been made by Union Home Ministry in its annual report for the year 2011-12, a copy of which is with Early Times. It has said that ministry between 1989 and 2011 spent Rs. 3, 583.305 crore on security related expenditure. During the financial year (2011-12), a sum of Rs. 200 crore was reimbursed to J&K Government under SRE (P) till December, 2011. Union Home Ministry has said that to support the state government in its initiatives, Central Armed Police Forces has been made available to it besides reimbursing expenditure being incurred on a variety of security related measures. These include inter-alia, expenditure on carriage of Constabulary, material supplies, rent of accommodation, honorarium to Special Police Officers, Civic Action Programme, air-lift charges, raising cost of India Reserve Battalions, transport, boarding and lodging alongwith alternate accommodation for Security Forces, etc. Referring to relief measures for victims of militancy under PM's package, the report maintains that home ministry envisaged a scheme which included one-time Cash compensation of Rs. 5 lakh to the next-of-kin of civilians killed in militancy related incidents in lieu of compassionate appointment Under SRO-43. Besides, a sum of Rs. 100 crore was released by union government to the state government from the budget head, Security Related Expenditure (Relief & Rehabilitation) in three installments vide orders dated 17-10-2008, 23-03-2009 and 15-10-2009 to settle 2,000 militancy related pending compassionate appointment cases by way of providing cash compensation of Rs. 5 lakh to the next-of-kins (NoKs) of the civilians killed in militancy related violence. It was a one-time dispensation to cover the backlog of pending cases and all future cases were to be financed from the state budget. State government informed the union home ministry that an amount of Rs. 100 crore was utilized for settling 2,643 cases. Besides, on request of the state government, Home Ministry vide order dated 11-03-2011 approved the extension of the scheme for payment of cash compensation at Rs. 4 lakh per person (excluding ex-gratia of Rs. 1 lakh) to next of kins of 'civilians' as well 'surrendered militants', killed in militancy related incidents. The report says that in October 2010, the central government had announced an eight-programme to restore peace in the valley, including appointing a term of interlocutors, announcing to release students and other youth involved in stone-pelting, announcing to review the case of PSA detainees, reviewing the deployment of forces, and paying Rs 5 lakh each as compensation to the kin of victims killed during the agitation after June 11, 2010. Ministry also said that around 40,000 people have been killed in the state since the onset of militancy. This includes 3846 civilians and 4807 forces personnel. The report also shows a decline in militancy and infiltration incidents in 2010, and a marked drop in violent incidents and killings of civilians in 2011 as compared to the previous year. There had been a fifty per cent decline in infiltration in 2011 as compared to 2010, with figures for the two years standing at 247 and 489. |
