Tainted name tops list of probables for post of VC SKUAST(J)

Jammu, Apr 17 : Knowledgeable circles have disclosed that merit was being sacrificed for favouritism in the selection process of vice chancellor SKUAST(J). These circles said that the need for appointing a new Vice Chancellor in SKUAST Jammu had risen after the present vice chancellor, Dr B. Mishra completed his term a week ago. Reports said present vice chancellor SKUAST-J Dr B.Mishra's term of office expired on 12.04.2012. A selection panel was constituted by the Governor of J&K state in his capacity as chancellor of the university which comprised Dr Mangala Rai Ex Director General ICAR as convenor and other members including chief secretary Madhav Lal. As per reports, sources revealed that good number of applications were received in response to notice inviting applications issued by the committee which included number of applicants from J&K also. Sources revealed that a panel of five persons have been short listed by the committee with Dr A.K.Srivastava also in the list who is presently working as Director NDRI Karnal and had earlier worked as Dean Faculty of Veterinary Sciences and Animal Husbandry and Director Resident Instructions and Dean Post Graduate Studies SKUAST-J. Sources revealed that as per the normal procedure, the pre requisite norms for appointment of vice chancellor SKUAST-J require fulfilment of four conditions viz 1) Best academic excellence 2) Unblemished administrative acumen 3) Clean integrity and 4) Honesty. Sources are surprised to note that the committee have not taken into the complete history and background of working of Dr Srivastava before recommending his name.
The fulfilment of first pre requisite viz best academic excellence of Dr Srivastava can be judged from the fact that during his tenure as Professor cum Head Department of Veterinary Pharmacology and Toxicology Punjab Agricultural University Ludhiana, he has resolved to plagiarism, cheating the various research periodicals by publishing same or similar data as independent paper in different periodicals and faking the data from nonexistent experimental animals. The enquiry revealed that these are serious crimes in realm of sciences which calls for exemplary disciplinary action. These allegations were levelled by Dr Jasmer Singh senior Veterinary Parasitologist cum Head Department of Veterinary Parasitology Punjab Agricultural University Ludhiana addressed to Dr K.S.Aulakh the then Vice Chancellor PAU Ludhiana. After detailed enquiry by PAU authorities a warning to Dr Srivastava was issued vide letter no 11428-30 dated 09.07.2003.The pre conditions no 2-4 can be judged from the fact that a comprehensive audit was ordered by the Government of J&K covering the period of Dr Nagendra Sharma who was working as Vice Chancellor SKUAST-J.
Sources revealed that during DrA.K.Srivastava"s tenure in SKUAST-J, he was the chairman of standing working committee, chairman of central purchase committee, chairman library advisory committee, purchase officer, drawing and disbursing officer, chairman/member of various screening and selection committee of teaching and non teaching staff. Comprehensive audit report submitted by then Director General Audit and Inspections contained serious cases of embezzlements/irregular purchases, irregular appointments and various other financial misconduct and misappropriations.
The State Vgilance Organisation has already registered number of cases against the then Vice chancellor and others including Dr A.K.Srivastava. Para 12, 14 and 16 of audit report of Director General Audit and Inspections specifically holds Dr A.K.Srivastava responsible for embezzlement, irregular drawl of non practising allowance and purchases worth lakhs of rupees. Besides, in the present assignment held by him a case of molestation of a female employee is under investigation of Director General ICAR wherein the enquiry committee framed by ICAR have established the allegation as correct. Apprehensions and resentment is widely growing in the SKUAST-J and outside about the criteria followed by the committee in selecting a competent and honest person to head such a prestigious institute which was established after great struggle hoping to help the agriculture sector in Jammu region. The appointment of tainted person Dr A.K.Srivastava to head this institute sources revealed would be disastrous and against all the pre requisites required under the statutes.
