Partial AFSPA withdrawal possible after October | | | Early Times Report Jammu, Apr 17 : Since two top Army functionaries ,Gen.V.K.Singh,the Army Chief, and the GOC Srinagar, Lt.Gen.S.A.Husnain, have opposed partial withdrawal of the AFSPA from Jammu and Kashmir. The issue is likely to be taken up not before the advent of autumn season. Official sources said that at one stage the Centre had agreed to accept Omar Abdullah's demand for partial withdrawal of AFSPA on an experimental basis but the move has been delayed because of ensuing civic polls and Shri Amarnath yatra. The sources said that the Amy functionaries have conveyed to the Government that since the tourist season in Kashmir had started on a promising note there was no need for downgrading the security grid or for lifting the legal cover from the head of the security forces. Reports said that the latest terrorist strike in Kabul has called for further upgradation of the security cover in Jammu and Kashmir. Sources said that Omar's demand for partial withdrawal of AFSPA is likely to be conceded somewhere after October and that too in case the security scenario in Jammu and Kashmir continued to be stable and normal. These sources added that till the end of October the chances for infiltration were high and once the border guards were sure that insurgency had gone down the AFSPA may be withdrawn from Jammu, Srinagar, Budgam, Kathua and Samba. Till then the centre may introduce some mild modification in the Act. |
