JU's satellite campuses fail

JAMMU, Apr 17: Despite grant of Rs 116 crore issued by University Grants Commission (UGC) last year, the Jammu University has failed to speed up work on development of 11 satellite campuses. Sources said that out of eleven campuses approved by the JU, only four are functioning properly that too without basic infrastructure, negating the very purpose for which they were established.Officials said that development of Billawar, Doda, Surankote and Patnitop satellite campuses have not taken off as JU has failed to identify land for their construction. The funds meant for the campuses, they said are unutlized. The campus announced for Poonch, Ramanagar and Reasi have been marred by the controversies, due to land disputes.
The work on Udhampur, Kathua, Kishtwar and Bhaderwah campuses is going on at snails pace . The sources have attributed reason for slow work to lack of planning and coordination at various levels. It is pertinent to mention here that satellite campus project was taken in 2006, with the object of providing professional and academic courses to the students in rural and far flung areas so that they don't have to visit Jammu and Srinagar for pursuing their education. "The project was started in 2006-07, but so far only four campuses are functioning though not effectively for want of infrastructure. Kathua campus only offers MBA course and students and professors have to daily travel from Jammu, because there is no hostel facility available", said a official. On the other hand, campus announced for Doda, whose foundation stone was laid by former Chief Minister Ghulam Nabi Azad is still without building, and no land has been identified for the campus till date. These campuses have failed to serve the purpose for which the project was initiated because JU has failed to properly plan the entire project since it was started. "At Billawar, land allotted for the campus was flood prone, similarly at Poonch there is dispute with the locals on the land identified for the purpose", said a official. When contacted Chief Coordinator Campuses, Professor Ashok Aima said they have started the work to create necessary infrastructure and impediments in the way of the construction of these campuses are being sorted out. However Aima refused to say anything further on the issue, saying, he will have to check the details.
