| EARLY TIMES REPORT srinagar, Apr 17: Citing procedural formalities as the main reason for delay, the State Government is sitting over 1500 SRO-43 cases which has further added to the miseries and agonies of the kith and kin of militancy victims and the legal heirs of those who died in harness. However, corruption has been the root cause of delay and officials don't move the files unless their palms warm. As per the available information 1461 cases under SRO-43 (death in harness) are pending in different departments but unfortunately there is no progress in regard to the disposal of such cases. Similarly 998 cases under SRO-43 (militancy related) are pending in different districts and the delay in disposal of such cases is being attributed to the procedural formalities. Omar Abdullah led coalition Government, a couple of years back, enhanced the cash compensation from Rs. one lakh to 5 lakhs in case a legal heir of the deceased person opts for surrendering his claim over appointment under the said SRO. However, they are not many takers of this scheme and the aspirants under SRO-43 always prefer a Government job over the cash compensation. Though the office of the concerned Deputy Commissioner decides the fate of the claim on merits and the aspirants are accordingly informed but in majority of cases, aspirants never forgo their claim over Government job. It sounds stupid that despite the graph of militancy related incidents have shown radical decline, decision over the number of SRO-43 cases pending in different districts have not been taken that has added to the miseries of the victims. Anantnag district in South Kashmir has the highest number of pending SRO-43 (militancy related) cases at 175 while as Samba, Kulgam and Ganderbal districts have lowest number with 3 each cases pending disposal. In Doda district 36 SRO-43 (militancy related) cases are gathering dust on the table of Deputy Commissioner and interestingly the Government has declared the district as militancy free. Twenty cases in Pulwama, 15 in Kupwara, 32 in Baramulla, 35 in Rajouri, 16 in Poonch, 6 in Kishtwar, 5 in Ramban, 9 in Reasi, 4 in Jammu, 6 in Shopian, 10 in Srinagar and 4 SRO-43 cases are pending in Bandipora districts. On the other hand 1461 deaths in harness have been reported in different districts with Jammu district having reported the highest number of 210 such cases since January 2010 while in Srinagar district 119 and in Anantnag and Budgam districts 110 cases each are pending for disposal in various departments. In Kupwara district 163 SRO-43 (death in harness) cases are pending in various departments and in Pulwama 83 such cases are pending. Similarly 46 cases are pending in Ganderbal, 61 in Bandipora, 68 in Baramulla, 15 in Kulgam, 15 in Shopian, 44 in Samba, 80 in Kathua, 74 in Rajouri, 56 in Poonch, 64 in Doda 16 in Ramban, 34 in Kishtwar, 16 in Reasi, 60 in Udhampur, 20 in Leh and 27 cases are pending in Kargil. As for the so called procedural formalities, the CID wing on Jammu and Kashmir police has furnished its report in majority of the cases and if sources are to be believed the delay in disposal/settlement of cases is mainly because the officials dealing with the cases in Deputy Commissioners offices are demanding money in identifying the vacancies available in various departments. On the other hand, many victims while talking to Early Times said that huge sums are also being demanded by the feeding officials of the various departments on furnishing the information about the vacancies available in their departments under district cadre. Whatever the reasons, the Government has failed in providing jobs to the victims of militancy in the State not to speak about the implementation of rehabilitation of victims of militancy. |
