Brother promotes brother thrice!
Social welfare begins at home

SRINAGAR, Apr 18: Three promotions in one year to favour a blue-eyed person and also assistance to escape any legal action!
A strange case of favouritism has surfaced in which a person named as Nazir Ahmad Bhat was not only promoted thrice but a Deputy Director of the Social Welfare Department even provided him documents to escape as possible legal action. The fact is that the favoured person happens to be the brother of the Deputy Director who threw all norms to the wind to help his brother.
Bhat has been arrested as ACD Anantnag in 2006 for involvement in a multi-crore scandal in the Rural Development Department. The controversial person is now posted as CEO Sonamarg Development Authority.
Nazir was appointed by his brother Mohammad Yusuf Bhat, then Deputy Director in Social Welfare Department as computer instructor. Later, it was ordered that Nazir would draw his salary against the post of Social Welfare worker in the enhanced grade of Rs.4000-6000. After some time another order was issued elevating Nazir to a higher grade of Rs. 5000-8000. After this the Deputy Director promoted Nazir, his brother, as Tehsil Social Welfare Officer. The appointment was termed as illegal by the then Director Social Welfare reversing the promotion. Nazir got the reversion stayed from the court.
Pertinent to mention that the Social Welfare Department ignored earlier court directions in case of four officials. The net result has been that a brother promoted by a brother without any authority to do so enjoys his new status after getting promoted three elevations straight.
