Find out people asking panches & sarpanches to resign | | | Buckling under threat from the terrorists Panches and sarpanches in the Kashmir valley have announced that their election should not be treated as vote for India. At a conference in Srinagar ,which as held to deliberate on their problems and the delay on the part of the Government in implementing the three-tier system provided under the Panchayat Raj Act,the panches and sarpanches said that their participation in the last year's Panchayat elections was not a vote for India. They made it clear that notwithstanding enthusiastic participation of people in the Panchayat elections, which were held after more than 23 years, the Kashmir dispute continued to exist. They said that vote in Panchayat elections was not vote for India because participation in the Panchayat election was the result of peoples' eagerness to see their day to day problems resolved. Indications are that the panches and sarpanches aired their views on a vital political issue only after the terrorists threatened hem with dire consequences in case they did not resign within one week. Posters, carrying the threat,are said to have appeared in Pulwama district. The poster claims the thr eat has been issued by the dreaded Lashka-i-Toiba. The terrorist outfit has requested Panches and sarrpanches to submit their resignation failing which they will have to face severe consequences. The poster says that the call to panches and sarpanches to resign was the outcome of the LeT belief that the Government was using panches and sarpanche for targeting people who have faced series of hardships during the last over 20 years. Whether the threat is genuine or not panches and sarpanches seem to have been under stress. It is so because during the last less then one year about seven panches and sarpanches have been killed an over a dozen have resigned. They have resigned to escap death.With Panches and sarpanches coming under threats sarpanches said,at the conference, that vote for panchayats should not treated as vote for India adding that panchayat elections or no elections Kashmir continues to be a disputed matter. They have said that vote in panchayat elections is not vote against the separatists and the Goveernment should stop claiming that heavy polling during panchayat elections was a vote against jehad. Eve those who dispute the athenticity of the posters says that panches and sarpanches are under threats which is evident from their demand for security cover. Numbr of panches and sapanches, out of 33000, have urged the Goveernment to provide them security but till date it has not been provided. Providing security is a different matter and at pr esent the import ant issue is to find out whether the LeT has issued a warning to Panches and sar-panches or it is the handiwork of some mischief mongers or it is the result of rivalry among political parties trying to woo these panches and sarpanches to their organisations. If the poster war against the panches and sarpanches is real it is a matter of great concern and the Government has to ensure steps that could gurantee safety of Panches and sarpanches because it may not be possible for the Government to provide security cover to all the 30,000 panches and sarpanches. The Government should strike those who have issued these threats and once he mischief mongers are accountd for it may encourage people for participation in the ensuing civic elections. |
