DPC clears 16 IPS officers for rank promotion Elevation of 2 officers withheld for inquiry; 4 get Time Scale

JAMMU, Apr 19: Departmental Promotion Committee (DPC) of the state Home Department today cleared 16 IPS officers for rank promotion but two more failed to get clearance due to separate inquiries against them. Four IPS officers have also been cleared for Time Scale.
Authoritative sources revealed to Early Times that the much awaited DPC meeting happened today with Chief Secretary Madhav Lal presiding over it. Principal Secretary Home, B R Sharma, and Director General of Police (DGP), Kuldeep Khoda, who are other members of the DPC, also participated in it. Sources said that promotion of two IPS officers was not cleared for the fact that separate departmental inquiries were underway against them.
Principal Secretary Home, BR Sharma, confirmed to Early Times that two IPS were not cleared for rank promotion in today's meeting as inquiries were underway separately against them. He said that remaining 16 officers of the rank of DIG and SSP were cleared for the rank promotion today. Sharma said that rank promotion of four IGPs of 1987 batch of IPS, who had become due for elevation with effect from January 1st, 2012, was not considered in today's meeting.
While as VK Singh is currently on Central deputation and posted in RAW in Singapore, SM Sahai is currently posted as IGP Kashmir zone, Dilbagh Singh as IGP Jammu zone and Sheikh Owais Ahmad stands posted as IG Personnel and Training at Police Headquarters. Even as Mr Sharma did not specify any reason, sources later insisted that Government was in favour of continuing S M Sahai as IGP Kashmir for few more months of the year. His rank promotion would have necessitated posting of a new incumbent as head of Executive Police in Kashmir.
Eleven DIGs of IPS 1994 batch, who were considered and cleared for promotion to the rank of IGP with one exception in today's meeting included Javed Mujtaba Gilani, Abdul Gani Mir, Mohammad Sulaiman Salaria, Sunil Kumar Sharma, Farooq Khan, Kamal Kumar Saini, P R Manhas, Yoginder Kaul, Alok Puri, Munir Khan and Abdul Qayoom Manhas. Sources said that first five of the list were likely to be promoted as Chief Minister Omar Abdullah, as Home Minister of the state, was expected to sanction the proposal within next two days. Cabinet would subsequently decide about their posting in a meeting later this month.
Seven SSP of 1998 batch of IPS, who were considered for rank promotion as DIG, with one exception, in today's meeting include R P Resutra, Parminder Singh, Shaukat Ahmad Malik, Syed Ahfadul Mujtaba, Abdul Hameed, Mushtaq Mohammad Sadiq and Shakil Ahmad Beg. Sources said that they too would be posted as DIGs after approval of the state Home Minister in next two days.
Sources said that DPC also cleared four IPS officers of 2003 and 2004 batch for Time Scale of IPS (Junior Administrative Grade). They include Keshav Ram, Vidhi Kumar Birdi, Atul Kumar Goel and Bhim Sen Tuti.
