Early Times Report
Jammu, Apr 20: Harsh Dev Singh NPP MLA and its working Chairman though has expressed grave concern over the wasteful expenditure incurred on the annual 'Durbar Move' and has suggested creation of separate Directorates on regional basis including bifurcation of J&K Board of School Education but any same can not swallow the Harsh's pill as he has never suggested the same when he was holding minister's chair Like party chairman prof Bhim Singh who always demanded dissolving of Upper House but when he got his own refuge in Upper House he forget the same especially after getting a 'red beacon' vehicle besides political rejuvenation through print and electronic media. The party leadership too brushed itself aside from the above said issue i.e. the demand of dissolving the Upper House but soon he party Chairman Prof Singh got his tenure completed the party adopted the same approach on the issue. It started harping similar tunes on the issue and started demanding dissolving of Legislative Council. In the similar sequence, working chairman, harsh Dev Singh today suggested creation of separate directorates on regional basis for all govt Deptts having only one directorate which moved with Durbar and sought bifurcation of J&K Board of School Education (BOSE) into two boards to be named as Jammu Board of School Education and Kashmir Board of School Education. But he never sounded in the same manner when he was Education Minister now when he is out of the 'corridors of power' he started the utterances as the old habits of the National Panther Party (NPP). Harsh Dev now to justify his demand saying 'this was essential in view of severe problems faced by the students due to Durbar move and further to cope with the ever increasing number of students enrolled with the JKBOSE."But was his 'wisdom and virtue' when he was minister, he never raised such issues but today he termed the failure of the govt. to evolve a suitable mechanism to curb the highly redundant and extravagant costs incurred on this unproductive exercise i.e the Darbar Move.
He said that Durbar move poses insurmountable problems for the people of both the regions of the State as the exercise involves the transfer and movement of all files and documents notwithstanding the fact that the same are not required in the other region. Many questions here are in the minds of people since harsh had joined the debate of Darbar move like Had he ever thought not to visit valley during his tenure as minister during summers? Had he thought about the undue harassment to the general public who are made to travel from one region to the other for the follow up and disposal of their files and cases? Though Harsh Dev Singh had regretted that despite the govt. being alive to the problems posed by this extravaganza, no serious effort was being made to tackle and address the malaise but why did he fail to feel the issue in similar spirits when he was a part of the government.
