Government not honouring Governor's commitment
4/21/2012 12:06:29 AM
Early Times Report
Jammu, Apr 20: The Government had not even honoured the words of Governor by not holding elections of urban local bodies even two-months after the announcement in this regard was made by the Governor, NN Vohra.
Addressing joint session of Legislatures, on Feb 23, Governor had said that after holding elections of Panchayat's, elections to ULB would be held soon and process would be completed by April.
It would be no less than a miracle, if these elections are announced, conducted and results are announced in another 10-days.
The Governor had made this statement while reading out the Govenor's address which is prepared and documented by the Government to highlight its achievements and progammes set to be achieved.
By not initiating even a move in this direction, the Government had not only put the Govenor's address in bad light it had even eaten its own words and backtracked on its commitment.
Even its coalition partner, the Congress has been consistently demanding holding elections of not only ULB but also of the other two tiers of the Panchayati Raj institutions, which the Government holds as one of it finest achievements. The demand for same has been growing and coming from PDP and BJP alike.
The backtracking of NC from its commitment could be on account of the feeling seeping in the Government that a bad result could set in motion the political tsunami as its image had taken a beating on account of allegations of corruption and political favouritism with SAC issuing notice on according Ministerial status to heads of autonomous bodies and institutions .
PDP has been singularly consistently accusing Government of not fulfilling its obligations as the party had lot of stakes. The results would give the party an idea of its acceptance in Jammu, where it's trying hard and had been receiving response also.
NC by holding back on its promise is attempting to buy time and build up its perception of governance among the public before shooting the gun.
The delay could not be in the interesting as early testing of political water could give it longer time to stem out of the rot and build on governance before Assembly elections are announced.
