Congrats Omar for localising bunkers- a step towards administrative reforms

srinagar, Apr 21: What a brilliant idea it is to localise the bunkers by replacing paramilitary CRPF by the Jawans of Jammu and Kashmir Police. The inaugural ceremony of this replacement function was even more fantastic as all the roads leading to historical Lal Chowk were sealed that day by the men in uniform- a practice that would foil the Lal Chowk Challo calls given by separatists in the past.
Remnant ground floor of Palladium Cinema, not visible till yesterday was the source of attraction for passers-by on Saturday as the huge paramilitary CRPF bunker (perhaps the biggest one in Srinagar city) erected of sand and mud bags was demolished the day before.
Inside the remnant part of the ground floor of the cinema hall located in the heart of the commercial hub Lal Chowk which once used to be the most popular cinema, can be seen some jawans of the Jammu and Kashmir Police force, on whose faces one can easily notice the signs of fear as only yesterday when the bunker was being demolished militants shot an Assistant Sub-Inspector at point blank range who was rushed to the hospital where doctors declared him brought dead.
The CRPF personnel deployed in the area were seen catching the last glimpse of the bunker they occupied for about 20 years. Shoppers and business establishments which witnessed some worst kind of gunfights during last 20 years and suffered huge losses and collateral damages could be seen swinging between hope and despair.
"If you replace a CRPF bunker by J&K Police, it simply means you are risking the life and property of the locals and the shoppers. It would have been more reasonable had the bunker been totally removed " a shopkeeper selling electric and electronic goods told Early Times. He opined that reducing the footprints of uniformed men is one thing and replacing them by another force is entirely different and vulnerability increases when one force is replaced by another and decreases when bunkers are completely removed.
A white bearded Havaldar of J&K Police deployed at the site was unable to express himself for obvious reasons. "I am trying to reconcile with the ground realities as it is something very unique rather unusual for me to comment on" he said. When asked if he was scared, the policeman avoided any direct reply saying he was yet to understand the situation.
A fellow journo who was accompanying this Correspondent too was unable to offer any explanation to such an arrangement. He was, however, of the view that replacing CRPF by J&K Police is a novel experiment.
A Lawyer practicing in the district court in a lighter mood said, "Chief Minister Omar Abdullah is committed to localise administration and replacing CRPF bunker by J&K Police is part of that, it is the first step towards administrative reforms".
