| 15 yr old victim of 'sex racket' records statement before CJM Kishtwar | | Kingpin women arrested, name of one officer of DC rank surfaces | | Asif Iqbal Naik
Kishtwar, Apr 21: In what can send shock waves in the entire town and in certain echelons of bureaucracy, a case unfolding sex racket and involvement of some high profiled people has come to the fore after a 15 year old girl from Kishtwar recorded her statement before the Chief Judicial Magistrate Kishtwar today. A case FIR U/s 363 Crpc has already been registered with Jammu Police besides FIR by Kishtwar police under section 376 CrpC. The victim was produced before CJM Kishtwar where her statement was recorded u/s 164 CrPC.
The teenage girl who hails from Kishtwar alleged she was forced into sex trade by a woman who also hails from her village in Kishtwar and is married to a man presently residing at Durga Nagar Jammu. The victim has alleged that she was repeatedly raped by an officer of Deputy Commissioner rank at his Channi Himmat Jammu residence during her captivity with alleged kingpin of sex racket Santosha Devi, wife of Krishan Lal of Hurna Drubel in Chatroo Tehsil of District Kishtwar at present residing at Durga Nagar Jammu. The statement of the victim comes in wake of the missing FIR registered by the cousin brother of the victim.
In her statement recorded before Chief Judicial Magistrate Kishtwar Ashwani Kumar Sharma u/s 164 CrPc, the victim of Durga Nagar Sex scandal Babli Devi (name changed) narrated her tale of woeful miseries which she suffered during all those days when accused Santosha Devi, who runs a brothel business in Durga Nagar Jammu ,pushed her into sex trade before she escaped her custody and reported the matter to Jammu police.
According to the statement of victim she is 14-15 years old and said that last year on the day of Shivratri, Saroja Devi and Santosha Devi along with Ashwani Kumar, son of Saroja Devi and Anil Kumar son of the brother of Saroja Devi reached at her native village (Saiya Padyarna) and lure her to Jammu saying they would get her married. The victim reportedly was living alone as most the members of her family have passed away. However, Santosha after reaching Jammu along with the victim took her at the residence of a Deputy Commissioner at Channi Jammu where Ashwani Kumar who was working as a Chowkidar committed rape on her. The victim further said that after being raped by Ashwani Kumar, Santosha took her at her home from where after 4-5 days she was shifted to Patnitop and again raped by a hut owner on the directions of the accused. In her statement she said that she was ready to identify the hut as well as the hut owner who committed rape on her.
According to the victim's statement during her captivity with Santosha Devi, she was forcefully pushed to 'customers' first in Jammu at various places, like Patnitop, Batote and Kud and also shifted her to places like Noorpur and McLeodgunj in Himachal Pradesh. The victim has claimed that she can identify the hotels at these places as also the persons who committed rape on her, on the instructions of According to her statement, the victim narrating her woeful tale of miseries said that when she tried to show some resistance to the flesh trade, she was beaten up by Santosha Devi.
What came as a bombshell is the revelation made by the victim alleging that she was taken twice to the residence of a DC where the latter committed rape on her. However, the victim did not mention the name of the accused Deputy Commissioner in her statement before the CJM Kishtwar.
The victim in her statement stated that even after complaining about pain she suffered many times , the accused Santosha Devi tortured her and shifted her to Durga Nagar Jammu. She alleged here that she was again forced to be with one old man, around 60 years of age from whom the accused woman had reportedly taken a hefty amount of Rs 20,000. Santosha Devi identified the old man as her guest . However, this time she managed her escape good in somewhat filmsy circumstances from the Durga Nagar residence. The victim stated when started weeping, the old man asked her to go to washroom where she found one of the doors open and managed her escape from the backyard
After running away from her house at around 11 PM and after spending a night in a school she went to police station Domana in Jammu and lodged a complaint with SHO of the concerned police station. She stated that after registration of complaint at police station Domana, DySP and SSP also inquired from her about the matter and subsequently conducted the raid at Durga Nagar residence of the accuse and arrested Santosha Devi along with few other girls. Later, Saroj Devi sister of the accuse Santosha Devi was also arrested. The teenaged girl stated during her captivity , counting nearly 20 incidents when she was repeatedly raped at different places.
After registering of case Jammu police produces the Challan in court of law against 10 accused included Santosha Devi resident of Durga Nagar, Saroj Devi sister of Santosha Devi, Surjeet Singh @ Sonu, Deepak Gupta, Raman Gupta, Pawan Gupta, Bupinder Singh alias Titu, Pardeep Lohria, Ashish Abrol and Ashwani Kumar who is declared absconder for whom prayer was made before the Court for issuance General Arrest Warrants under 512 CrPC. The investigation further revealed that kingpin Santosha Devi along with her sister Saroj and Ashwani Kumari hatched a conspiracy and under the criminal conspiracy they brought the victim to Jammu where king-pin had started sex racket. After producing the challan in court of law, most of the high profiled accused managed to get bail with contending that the victim is not a minor and in support of her evidence, the accused produced the fake Date of Birth Certificate of the victim in a well hatched conspiracy involving the local Lambardar of the village Saiya in Padyarana Kishtwar who instead of victim produces the DOB certificate of the elder sister of the victim who died few years before. |
