NC, Congress' new mantra : Blame game | Raising pitch on Empowerment of Panchayats | |

Jammu, Apr 22: The alliance partners of ruling coalition in J&K National Conference and Congress have once again raised pitch for empowerment of Panchayats as their commitment which they would fulfill with full conviction. While J&K PCC chief Prof Saif-uDin Soz made a loud call to this effect in Rajouri, NC leader and Finance Minister talked almost in similar tone in Kashmir. What made the call for commitment conspicuous by the two allies today is that Congress indirectly blamed it on NC posing roadblock in going ahead with fulfillment, NC as usual hit out at opposition, albeit without mentioning any party for spreading mis information campaign with regard to government's intensions. One wonders which party to actually give 'credit' for presenting fresh state of mind and its set of reasoning for not being able to go ahead with making Panchayats fully empowered. The task in understanding the 'gimmicks and nuances' of politics behind giving pre texts and excuses in what both deem as conscious decisions and die hard commitments is a little difficult because both the parties are alliance parties running coalition in the government in the state. Had it been simply the political parties in the opposition , one would have taken their fresh statements as taking on the rivals or opposition for the sake of opposition. But the fact remains both parties enjoy the privilege of being in power that too with majority status in terms of numbers and therefore all free to go ahead with taking steps towards empowerment of the Panchayats. For umpteenth times, PCC chief Prof Soz today reiterated that Panchayats in the state would be empowered like other parts of the country and for this purpose Congress party is on forefront and committed for strengthening these basic democratic institutions for the overall development of the state. What made his uttering somewhat different today was that he indirectly hit out at NC for posing hurdles . What made his uttering even more ironical is that despite his party being major alliance partner in the government, without support of which NC cannot move an inch in running the coalition, the PCC chief urged upon the Panchayat members to gear up their campaign 'till the goal is achieved and he will give full support to them' . On the other side, Finance Minister in a bid to clear the air of speculations in the political circles said that there was no substance in the apprehensions that empowerment of Panchayats would undermine powers of the legislators. He attributed it to mis-information campaign launched by the opposition, who he claims could do nothing in this regard during their tenure and was now unnerved on seeing people friendly policies and programmes of the present Government. Be that as it may. In other words, for a moment it be taken as what both partners are trying to say. But it is over one year now and Congress is dragging the issue on the basis of its occasional statements of 'commitment rhetoric' and NC as a matter of habit blames everything on opposition. Today's statements from the twop parties have come from none other than the stalwarts of the party, one a cabinet minister and the other equally senior , PCC Chief and MP of the party. Are the alliance parties taking refuge of 'blame game' over this vital issue , that too without any reason and rationality or simply this is a renewed strategy of pulling on further with accusation game and avoid the actual measures over empowerment of the democratic institutions. |
