OPPOSITION ADD TO WOES OF COALITION GOVT IN THE HOUSE

The Coalition government today succumbed to the opposition pressure forcing it to agree on a separate debate, amid pandemonium, on the issue of violation of the constitution while filling two vacant seats in the legislative council from local bodies quota.
The issue had been raised by the Panthers Party member HarshDev Singh on the floor of the house three days ago.
The govt had adopted silence when Harsh Dev Singh insisted on reply.
The house witnessed noisy scenes when a former Deputy Chief Minister Muzaffar Hussain Baig, well known constitutional expert, was on his feet, after securing permission from the speaker Mr Tara Chand, for giving his views on the issue.
The moment he got up, one National Conference member Mr Sharif-ud-Din Shariq objected asking,” why the government brought a member who is not a minister, to defend its case.” Does it show incompetence of the government?”
Shariq said, “we respect Mr Baig but the issue raised by Mr Harsh Dev Singh warranted a reply from the Law Minister”. His protest drew support from his party colleagues including Abdul Rahim Rather,Mian Altaf, MehboobBeg. All of them shouted in course against the proposed intervention by Mr Baig. At this juncture Chief Minister Mr Ghulam Nabi Azad intervened and told the agitated members that since the matter was not listed in todays business there was no harm if Mr Baig was allowed to shed light on the matter. Again the NC members besides, Mr Harsh Dev Singh raised objections and ultimately there demand fro a separate discussion was conceded by the speaker.
The National Conference opposition members had earlier cornered the coalition govt during the question hour while referring to a grenade attack on a bus of tourists near Dal Gate during the last tourist season. They wanted to know from Tourism Minister Mr Dilawar Mir what were the political affiliations of the youth who had been detained in connection with the grenade attack and later released. The leader of the opposition Mr Abdul Rahim Rather said," the issue was very serious and the house deserved the right to know the details of the investigation at the consequent release of the detainee". He said the issue is important because tourist bus had been attacked. “We donot want to get maligned by the incident because tourists who come to our state are our guests.”
Tourism Minister in his reply, had stated that Kashmir was a safe destination for tourists . “We should not give undue publicity to one incident of grenade attack because bigger incidents have taken place in various other citites” He had not completed his reply when NC members besides Usman Majid blamed the minister for not giving a direct reply to the question they had asked regarding the identity of the youth who had been first taken in to custody and then set free.Dr Mehboob Beg of National Conference also drew attention of the Toursim Minister to investigate the involvement of any vested interest from neighboring state of Himanchal Pradesh.When Tourism Minister again stood up and said the concern raised by members from the opposition benches were justified, NC legislator shouted from his seat, why are you silent on political affiliations of the youth.Chief Minister GhulamNabi Azad intervened and informed the house that since incidents of grenade attacks on tourists have gone up the state government had announced a reward of Rs 1 lakh for anyone providing vital information about the identity of the grenade thrower.Azad said large number of people were arrested on the base of these inputs.The reply didn’t satisfy NC members and they started shouting slogans yeh suspense kya hai, hamare sawal ka jawaab nahin aya, sarkar kyun khamosh hai, When Chief Minister intervened again he said the information cannot be provided to the members off hand as it pertains to an individual and assured the house that on Monday he will inform the house in detail.
