A-class contractor benefitted under NREGA in violation of norms | | | Early times report kulgam, Apr 23 : While flouting the guidelines of centrally sponsored NREGA, officials of Kulgam block were alleged to have benefitted an 'A' class contractor and other government employees by giving them contracts under NREGA worth lakhs of rupees, official documents revealed. The documents revealed that Kulgam block officials benefitted 'A' class contractor Farooq Ahmad Rather, son of Abdul Rehman Rather of Sangus, Kulgam, by allotting him contracts worth Rs 25 lakh for constructing lanes and drains at Sangus, flouting the NREGA guidelines. Information provided by the office of executive engineer, R&B division, Kulgam, revealed that Farooq Ahmad Rather was an A-class contractor whose registration number was 8-A/SE/HYD/ANG/2006-07. The block development office was also alleged to have made fake job cards of government employees, businessmen and drivers, who had managed to draw illegal benefits from the scheme. As per the muster roll, a government employee, whom sources identified as Haroon Ahmad, son of Lasi Bhat of Sangus, working in floriculture department, had been paid from NREGA funds. He was at present posted at rest house, Park, Kulgam. A contractual lecturer, who was identified as Javid Ahmad Khan, son of Abdul Hamid Khan, who at present was posted at government degree college, Kelam, Kulgam, was among the 23 people who had got job cards under NREGA. The list also allegedly included some aganwari works, helpers, handicapped persons, shopkeepers, drivers and students studying in Delhi and other states. The RDD at Kulgam was also allegedly flouting the NREGA guidelines by disbursing the wages of workers in cash. Under NREGA, the wages had to be paid through banks. When contacted, ADDC Kulgam, M Y Zargar, said that contactors had "captured" the scheme. "Contractors are being benefited under NREGA in violation of the set guidelines.
