HM commander makes startling revelation in police custody
New recruits joining militant ranks at alarming pace

SRINAGAR, Apr 23: Divisional commander of Hizbul-Mujahidin militant outfit and Bijbehara car blast mastermind Lateef Ahmad Dar has made some startling rather disturbing revelations in police custody which is likely to leave its impact on conceptual, perspective and executive endeavours of Jammu and Kashmir police to evolve entirely different response to the situation.
A month after a car bomb blast rocked Bijbehara, the police arrested the mastermind of the attack, a divisional commander of the Hizbul Mujahideen. Police sources said that during questioning, Dar confessed to planning IED blasts. If sources are to be believed, Dar had planned trigger about 17 car blasts at various places and security installations in South and Central Kashmir.
Sources said by the arrest of Dar alias Lateef Kachroo alias Masood Saani, as many as 16 more such attacks have been averted in South Kashmir.
Dar is the brother of top Hizbul commander Rayees Kachroo, who was killed in an encounter with the police four years ago. Sources said immediately after his brother's death, Dar joined the Hizbul Mujahideen outfit, and that he was involved in the killing of a released militant Showkat Ahmad Rather besides threatening Panches and Sarpanches in South Kashmir.
However, what according to police sources, is even more disturbing is Dar's confession that new recruits were taking place at a very high speed and that by 2014, militancy in Kashmir would be double than what it was in the year 2000. During questioning, police sources told Early Times, Dar has claimed that new recruits, not even remotely connected to militancy in the past, were joining the militant cadres and that many among them have exfiltrated to other side of LoC to receive arms training. It has become very difficult for the police and intelligence agencies to identify the new recruits as there was nothing adverse in police records against majority of them. "They have no militant background, even no body from their relation have ever joined militant ranks. It is absolutely new strategy" police sources said.
Sources said that J&K Police is examining the credentials of Dar's confessional statement and will accordingly evolve a response to the situation.
Pertinently, Police had arrested a civil engineer, Muddasir Ahmad of Awantipora and had claimed that killed person Muhammad Abbass was carrying the explosive. Police had also claimed that two others were involved in the Bijbehara car blast case.
Terming Latif's arrest a "major success," the IGP Kashmir had said, "On his instance more than 100 Kgs of RDX and detonators were recovered from Gulzarpora village of Awantipora.
Several mobile plates used for IED, pistols, AK-47 and grenades were also recovered from him," he added.
