Kashmir safe tourist destination

Chief Minister Mr. Ghulam Nabi Azad told Legislative Assembly today that all 40 persons apprehended on the charges of throwing grenades on tourists were locals and no person from outside the state has been found involved in the incidents. Describing such acts most unfortunate, he said that with regard to providing specific information about the issue he will reply in detail either on Monday or when the grants of Home Department would be discussed in the House.
He was replying volley of supplementaries raised by leader of the opposition Mr. A. Rather, Dr. Mehboob Baig, Mr. Ali Mohammad Sagar, Mr. Usman Majid and various other members of the opposition while intervening during a question raised in the House to this effect.
Replying Mr. Baig’s queries about arrest of some person from Himachal Pradesh involved in grenade throwing on tourists, Chief Minister said all arrested youths are locals and no one was from outside the state and added that due to incentives and rewards announced by the state government for the person giving positive and effective clue about the grenade throwing incidents, arrests have been made on such clues provided by the people.
Minister for Tourism Mr. Dilawar Mir replying the main question by Mr. Yogesh Sawhney informed the House that more than 6.05 lakh visitors both domestic and foreigners visited state during year 2005 whileas 38496 visitors visited Ladakh in the same year. He said during 2006 over 4.12 lakh domestic visitors and over 20,000 foreigners visited the state whileas over 43,000 visitors visited Ladakh. He said during 2005 pilgrim tourists visiting Mata Vaishno Devi have been registered over 62.51 lakh whereas during current year it is expected to be 70 lakhs. He said pilgrim tourists visiting Amarnath in 2005 were 3.88 lakh and their number in 2006 was 2.65 lakh.
He said a wrong impression is being circulated outside the state that there is any threat to the visitors in Jammu and Kashmir which, he said is incorrect saying that Jammu and Kashmir still stands safe tourist destination. He said stray incidents do take place everywhere in the world and for such minor incidents negative advisories cannot be flowed.
He said government has taken every precaution to provide foolproof security to the visiting guests and people are all the more enthusiastic to extent every kind of hospitality and protection to the visitors. He said during last year, it was the effort of people by which a youth allegedly involving in grenade throwing incident was arrested.
Good discharge of water in Tatapani spring
Mr. Mir in reply to a question by Mr. Rash Paul Singh told Legislative Assembly that the Geology and Mining department is monitoring the discharge of the spring and studying the area keeping in view all its features. Discharge of the spring needs to be kept under observation for a further period of one year before taking any decision, he said.
He said Tatapani has some tourist infrastructure, which has been raised earlier and this infrastructure is proposed to be augmented for development under tourist circuit development scheme of “Jammu-Rajouri-Poonch Tourist Circuit”. Tatapani has also been identified for development as a tourist village, he said and added that Tourism department would be asked to publicize the information that water discharge from Tatapani has resurfaced and people can come for bath in the spring.
He said the nearby spring reported by the MLA would be got surveyed.
Mr. Mian Altaf and Mr Jugal Kishore (BJP) raised suplementaries to the question.
De-silting in 12 canals in Pattan
Mr. Dilawar Mir in reply to a question by Dr. Mustafa Kamal said that large quantity of silt has accumulated in irrigation khuls of Pattan constituency. De-silting was conducted on 12 canals/khuls during 2005-06 for which Rs 1.66 lakh were spent and 12 khuls are proposed for de-silting during current year depending upon availability of funds.
Development of Model villages

Minister for Rural Development in reply to a question by Mr. M. Y. Tarigami told LA that identification for tourist villages have been made on the recommendations of concerned MLAs and various components of development are being executed as per the guidelines prescribed. He said that the issue of pre-fabrication structures is sub-judice at present and MLAs would be consulted while effecting any change in the construction plans etc.
In reply to another question by Mr. Ghulam Mohi-ud-Din Sofi, the Minister told Legislative Assembly that no project under SGSY has been formulated and submitted to Government of India for sanction from district Kupwara.
