Kamaal does not know what he says
1975 Accord

Jammu, Apr 24: It has become customary with NC additional general secretary and uncle of CM Omar Abdullah, Mustafa Kamaal, to make controversial and provocative statements. He has turned so arrogant and uncouth that he is not sparing even the JKPCC chief, Prof Saif-ud-Din Soz, thus suggesting that the local Congress leadership has no other option but to dance to the NC's tunes and not say anything about the issues concerning governance or Centre-State relations. It is a different story that the Congress leadership is not responding appropriately to call the NC's bluff. It is for the Congress leadership to explain as to why it is not taking on the likes of Kamaal who have been spewing venom on Soz, Congress high command and New Delhi and speaking the separatists' language for quite sometime now. The manner in which the Congress leaders are behaving have only created an impression across the State that they are mortally afraid of the Abdullahs and that they have no say whatever in the governance of the State.
Kamaal and others of his ilk in the NC are not only taunting and causing an affront to the self-respect - if they have -- of the Congress leaders, including the power-hungry Congress Ministers, but also making patently wrong statements. Take, for example, what Kamaal said yesterday about the 1975 Indira Gandhi-Sheikh Abdullah Accord. Questioning the validity of the 1975 Accord, Kamaal asserted that "it is unfinished"; that "there is no documentary proof that Accord was completed"; and that "former Chief Minister Syed Mir Qasim too has attested in his autobiography that the exercise had remained incomplete". He also asked: If the "Accord had been completed, where are the signatures of both the leaders?"
Whom is Kamaal trying to fool? He cannot fool the people of the State who know it fully well that the 1975 Accord was implemented in letter and spirit in February 1975 itself. His father, a communalist of communalists and staunch votary of plebiscite, had bartered away his so-called ideology for the sake of personal power and profit and become Chief Minister. The Congress high command (read Indira Gandhi) had committed an unpardonable sin by destroying her own party in the State and bringing back to power the same person whom her father Jawaharlal Nehru had got arrested, may be reluctantly, on the charge that the protagonist of plebiscite or votary of greater autonomy, bordering on sovereignty, had been hobnobbing with the United States and indulging in conspiratorial activities against India in order to set-up a "Switzerland-type independent Kashmir".
Remember, Kamaal's father Sheikh Abdullah was made Chief Minister of the State at a time when his anti-India outfit didn't have a single legislator either in the Legislative Assembly or Legislative Council. He himself was not a member of either House of the State Legislature. And, still, Kamaal has the temerity to say that the 1975 Accord was not "completed". Kamaal did not throw any light on this aspect. Not only this, he also conveniently forgot to inform media that his father had in 1977 constituted a three-member high-powered Cabinet Sub-Committee to review all the Central laws and institutions which had been extended to the State after August 1953 and recommend withdrawal of such laws that had eroded the State's internal autonomy granted under Article 370 and harmed the interests of the people of the State. Initially, the Cabinet sub-Committee was headed by the then Revenue Minister Afzal Beg, one of the two chief architects of the 1975 Accord. Other members of the committee were the Sheikh's son-in-law GM Shah and Ghulam Nabi Kochak. After sometime, Sheikh Abdullah unceremoniously showed Beg the door. After the expulsion of Beg, the then Deputy Chief Minister DD Thakur was appointed chairman of the committee. (To be continued)
