PM's excellence awards for J&K officers | Resentment brews amongst top Kashmiri Babudom | | Early Times Report Jammu, Apr 24: At a time when State Government is patting its back for awards of excellence conferred on five of its officers and projecting it as a recognition of its initiatives by the Centre, resentment is brewing within a strong Kashmir based bureaucratic lobby of the State for not including a single Kashmiri officer in the list that was recommended to the Government of India for the awards. Prime Minister Dr Manmohan Singh had recently awarded five officers of the State in recognition of their excellent work in public administration on the occasion of Civil Services Day in New Delhi. The list of officers recommended by the State Government did not include any of the Kashmiri bureaucrats who have a strong lobby of their own and have been irked by this indifference of the Government. The officers who were awarded included Chief Secretary Madhav Lal, Director General Police Kuldeep Khoda, Principal Secretary Planning BB Vyas, Commissioner Secretary Home, BR Sharma and RK Verma, Special Secretary to the Chief Secretary. While they have been awarded in the 'garb' of their role in the successful conduct of Panchayat elections in the State, those forlorn by the Government's recommendation argue that the awards were to be presented on the civil services day and Government should have been more objective in its recommendations. Those aggrieved believe that while Kuldeep Khoda and BR Sharma who was the Chief Electoral Officer at that point of time had direct role to play in the conduct of Panchayat elections, names of BB Vyas, Chief Secretary Madhav Lal and his Special Secretary were allegedly recommended on the behest of an Advisor of the Chief Minister. Interestingly, Chief Secretary Madhav Lal as the chairman of the State Awards Committee had earlier recommended his own name for the State Award also. |
