Treasury officers directed to exempt pensioners unable to attend in person

JAMMU, Apr 25: The State Government vide Government Order No. 283-F of 2011 dated 13.12.2011 reiterated the provisions of rule 5.81 of J&K Treasury Code Volume I made it obligatory for the pensioners drawing their pension from treasury or bank to appear before the treasury officer of the area. It was clearly shown in the said Government order that the pension for the month of March, 2012 payable in April 2012 will not be paid without the requisite verification. Despite lapse of three months a small number of pensioners had come for the requisite verification as a result of which the period of such verification was extended upto May 31, 2012 indicating therein that pension for the month of May 2012 payable in June, 2012 will not be paid without requisite verification. It was clarified that the procedure for such verification is given in detail in rule 5.79 to rule 5.82 of J&K Treasury code, volume I where under treasury officers can exempt such pensioners who are unable to appear in person and depute a member of the treasury staff to their residence for such verification. The Treasury officers are also required to adopt an advisable system for conducting verification of these senior citizens.
All the treasury officers are hereby advised to attend to this important job on top priority and give a specific date on which the verified PPOs can be handed over to the pensioners. The treasury officers will record the verification certificate on the PPOs and collect Centralized Personal Information System (CPIS) forms duly filled up from the pensioners appearing in person to their treasuries. No other form other than CPIS forms is required to be filled in by the pensioners/treasury/bank.
The treasury officers, the Bank Managers of the concerned branches of J&K Bank have been directed not to seek any form/forms, from the pensioners and a simple certificate is required to be written on the PPOs that the pensioner has presented himself/herself for the prescribed verification.
