After 'truancy' for over two weeks, Ministers make 'special appearances' | Scene in Sectt: No work, only packing spree on | | Early Times Report Jammu, Apr 25: With countdown having already begun for shifting of offices associated with Durbar Move, Civil Secretariat presents a bustling activity, albeit only on the front of packing and piling up work of the record to be carried to the summer capital in next few days. This is something normal witnessed every year ahead of closure of offices. The only thing that makes difference and witnessed for the last two days is presence of some Ministers in their official chambers. It looks somewhat conspicuous to one and all due to the fact very few and on occasions no Minister attended the Secretariat regularly post Assembly session on account of which work remained completely affected in almost all the departments. Budget session of Assembly concluded on April 4 following which there were few holidays. But this period of holidays stretched for a long spell in terms of no Minister coming to the Secretariat regularly. While political heads and bosses remained away for one or the other reasons, the Babus too could not perform and show any substantial progress in the pending works that kept on piling up due to pre occupation of the Ministers and senior officials including those at the level of Commissioner Secretary with session. Even as after conclusion of Assembly session some 20 days back now, the work could not gain momentum in any of the departments. Most of days the Ministers' presence was seen as if it were arranged on turn wise pattern, with one set , say three or four of them coming for first three days and others trying to register presence on rest of the days. It was like, as some officials put it rightly, a token gesture for the purpose of showing 'attendance,' something which continued during the last two weeks. In the whole process of turnwise attendance, while it is again the common man who suffered most, the employees at the middle and lower rung enjoyed a 'field day', with no one asking about their continued absence or truancy that remained all pervasive in the highest centre of governance . Ironically, now when there are just two days left for closure of the offices and almost all record including the files, other related documents have been packed, our Ministers, again not the entire quorum, just four or five of them were spotted in their chambers for few hours during the last two days. One wonders why and for what purpose now they deem it necessary to be in the offices when no work nor any file can move, particularly those related with the common people. Isn't this making mockery of the whole system of governance about which the opposition is making cries in the wilderness…?
