Jammu aghast over Cong helplessness | Omar says no to 73rd amendment | | Early Times Report rajouri, Apr 25: A day after Omar Abdullah ensured three tier Panchayat system in the State, he out rightly rejected extension of 73rd amendment of the Indian Constitution. The demand for extension of the amendment was made by the Congress last week. Omar said the extension of the said amendment was not possible because of Article 370 of the Constitution. The said Article grants `special' status to the State of Jammu Kashmir. Omar's excuse, however, has not gone well with the political circles. The National Conference has been extending Central laws in the State. It extended Terrorist and Disruptive Activities Prevention Act (TADA) in 1984 when GM Shah's faction of the party ruled the State. In 1997 Dr Farooq Abdullah extended Prevention of Terrorism Act (POTA) even before it had become an Act. On both these occasions Article 370 was thrown to winds. The Constitutional 73rd amendment, legal experts believe will pave way for empowerment of Panchayats. According to them , there is nothing wrong with it and the State should extend it without further delay. By rejecting extension of the said amendment, Omar has conveyed a strong message to his coalition partner, Congress. The Congress leaders have last week demanded extension of 73rd and 74th amendments to the State. The helplessness of the Congress has evoked severe reaction in Jammu. The people have accused the party of dancing to Omar's tunes. The Congress remained indifferent during the Dogra Certificate issue. The Congress has also been accused of failure to give tongue to the woes of Jammu region. Political experts have predicted severe erosion of Congress base in the region. |
