DC Anantnag ‘disempowers’ panchayati raj | Complain filed in CJM court | | early times report Anantnag, Apr 25: Deflating Omar Abdullah's Panchayat empowerment balloon, the Panches today threatened agitation to seek extension of 73rdamendment to the state. The district administration disallowed a conference of panches and sarpanches at Khanabal Dak Banglow. Interestingly the authorities had given permission for the conference. However, the permission was withdrawn at the last movement much to the annoyance of the panches. They later filed a complaint in the court of Chief Judicial Magistrate (CJM) Anantnag against the District Magistrate. The CJM directed the SSP to verify the case. Earlier the panches and the sarpanches registered protest against the district administration for disallowing the conference. The protest was held under the banner of J&K Panchayati Raj. The organizers also said the additional district development commissioner (ADDC) Anantnag had directed the Executive Engineer R&B division Anantnag to allot the hall for organizing this programme. "We had also paid Rs 3000 as hall charges in advance on April 24th," said Javaid Ahmad Bhat Panchayat Member. "We were given the permission for this programme by the DC office and even asked to pay Rs. 3000 but we fail to understand why we were not allowed to go ahead with this conference", said Shahnawaz Sultan Convener of the J&K Panchayati Raj Movement. He it was a matter of grave concern that the government hasn't allowed the Sarpanches and Panches to assemble for organizing a conference on Panchayati Raj and this has exposed the tall claims of the government about empowerment of panchayats. "We have a constitutional right to go ahead with a peaceful assembly but the way the District Administration Anantnag behaved with us is totally illegal and unethical. This is the attitude of the government towards public representatives what can be expected from them with regard to the empowerment of Panchayats," Abdul Qayoom added. "The Panchayat elections were merely held to get funding from New Delhi and the way the State government is showing its attitude towards Sarpanches and Panches is totally unrealistic and unethical," said Ghulam Mohammad Raina Sarpanch Borwa halqa in Chadoora Budgam. |
