Teachers outsourcing in Kishtwar
Police raid Benon girls school

Kishtwar, Apr 26: Outsourcing of teachers is rampant in Kishtwar. This is what the police found during a raid on Girls Middle School Benon today.
Acting on a complaint about outsourcing of teacher post in remote Bhunzwah area of Kishtwar District, a police party led by ASI Javed Manhas under the supervision of Additional Superintendent of Police Kishtwar Kulbir Singh and Dy. SP HQ Kishtwar Abrar Chowdhary conducted a raid in Girl Middle School Benon and found three teacher absent out of four posted in the school. Instead of in charge Headmaster Rifat Hussain Malik, one substitute Shokat Ali residence of Benon attended the classes and teaches the student instead of the actual teacher Rifat Hussain Malik.
While divulging details, Dy. SP HQ Kishtwar said that the raid was conduct in presence of local people headed by Sarpanch Ghulam Rasool (Rtd. Headmaster). He said one Shafqat Ali was found substituting Rifat Hussain Malik who was absent from the school along with two other teachers.
Chowdhary said that substitute Shafqat Ali is an unemployed youth and is being paid Rs. 1500-2000 by Rifat Hussain Malik to teach the students. He said that after hearing the news of raid in school, wife of Rifat Hussain Malik entered the school premises at around 12.30 PM and fraudulently put signature of her husband on the arrival registered.
Chowdhary said that the arrival registered of the school was seized by the police in presence of the prominent citizens accompanying the police. He said at around 1.30 PM, the said Rifat Hussain Malik reached the school with the plea that he had gone to ZEO Office Drabshala for availing Mid Day meal ration.
However, the ZEO denied the claim. He communicated that the said teacher had never attended office of ZEO Drabshala on any date in last one week. He said that out of four teachers posted in the school only Mudasir Hussain Malik (ReT) is found present, while Akthar Hussain Malik and Zahid Hussain Malik found absent.
He said that Deputy Commissioner Kishtwar had been informed of the development. Among the four teachers posted in the school, Rifat Hussain Malik, Akthar Hussain Malik and Mudassir Hussain Malik are said to be real brothers. Sources said that the wife of the Rifat Hussain was also working in attach capacity in the school. However, it could not be ascertained whether she was continuously working in the said school on attachment bases or not.
Deputy Commissioner Kishtwar, Mohammad Hussain Malik assured stern action against the erring teachers. He said after getting the information from the police about the public complaints, he directed them to prepare the final case report by recording the statement of the people and officials of the education department so that the culprit could be booked.
He said that more such complaints has been received about outsourcing of teachers from other areas of Kishtwar District.
