Congress to take up Omar's statement with high command | 73rd Amendment | | Early Times Report JAMMU, Apr 26: The state Congress leaders intend to take up Chief Minister, Omar Abdullah's latest recent on 73rd constitutional amendment with the party high command. Omar had ruled out possibility of extending the said amendment for empowering panchayats to the state because of Article 370 which gives special status to the state within Indian Union. A senior Congress leader today said that Omar Abdullah had virtually turned down the Congress demand for empowering the Panchayats by incorporating 73rd and 74 the amendments in the state constitution. He said the PDP, BJP and the Panthers Party have already launched a vigorous campaign in favour of empowering the panchayats. Another Congress leader said that by turning down the Congress demand for empowering panchayats Omar Abdullah was trying to increase vulnerability of the Congress in Jammu Kashmir. Pertinent to mention the opposition parties had initially criticized the National Conference for opposing empowering Panchayats but of late these parties had started blaming the Congress for its failure to make its coalition partner initiate measures for empowering Panchayats. The leader believes Omar Abdullah be-fooled people by saying that the 73rd and 74th amendments cannot be extended to Jammu Kashmir because of Article 370. He said that under the constitutional provisions any or all central laws can be extended to the state of Jammu and Kashmir if applicability of those laws was approved or ratified by the state legislature .He said since 1954 scores of central laws had been extended to Jammu and Kashmir after the approval by the state legislature. |
