Is Omar setting stage for early Assembly poll ?

elections ?Is Chief Minister,Omar Abdullah,trying to project his party Kashmir centric in order to keep the NC vote bank intact in the valley ? These questions have surfaced following gradual change of tone of the the Chief Minister vis-a-vis the Congress,with which he is sharing power during the last over three years.In case the state unit of the Congress,including the PCC Chief,Saif-ud-Din Soz, has been trying to motivate Omar Abdullah to play the second fiddle to the Congress which has provoked the Chief Minister to adopt tough postures against Soz and company is not a recent development. And political observers say that when for over two years Omar Abdullah has tolerated occasional needling from the Congress why is it so that he has grown intolerant to some suggestions and demands from the Congress ?Knowledgeable circles says that two factors may be responsible for Omar's attempt at dictating terms to the leaders of the state unit of the Congress, particularly the PCC, Chief,Saif-ud-Din Soz.
First,Omar has started believing,rightly or wrongly,that he has become indispensable for the Congress led UPA Government because of the marked decline in the militancy related incidents of violence in Jammu and Kashmir. He thinks that he has earned the confidence and goodwill of the union Government for the peaceful months during the last one year. He knows it fully well that so long the state unit of the Congress remained a divided house he could take the liberty of teasing the Congress in the state. Secondly, Omar is not ignorant of the rapid erosion in the size,influence and strength of the National Conference. The erosion is the result of misgovernance, alliance with the Congress and on account of inroads having been made by the PDP in the NC strong holds. Hence the Chief Minister is said to be toying with the idea of projecting the National Conference purely a regional party and not tied to the Congress petticoat. Without pulling out of the coalition Omar wants to show to people that he has assumed as much political weight as was needed for roaring against the Congress. Omar Abdullah,therefore,is trying to prepare the ground for his party, the National Conference, to regain the ground that it had lost during the last three years before the schedule for the next Assembly election was decided. Under normal circumstances the next election is due in 2014 but,if left to Omar Abdullah, he would opt for early elections. And for that he needs to project the NC as anti-congress and anti-centre which, the NC leaders believe, was a mantra for winning the Assembly election. This mantra was experimented by his father, Dr Farooq Abdullah, in 1983 Assembly election. He had won the poll but lost power hardly after one year when his brother-in-law, G.M.Shah, destabilised Farooq led Government through defections in the NC.Since then Farooq had learnt that to enjoy power the NC leadership had to be by the right side of the party that was in power in the centre.
Reports say Omar is not yet convinced with his Father's assessment and that is why he has been airing views which, at times, cause embarrassment to the Congress. He talks about the need for resuming centre-separatists talks, about sustained dialogue between India and Pakistan, and opposes incorporating 73rd and 74th amendment in the state constitution for empowering the Panchayats. Will he adopt tougher postures against the Congress or is tamed by his father? Only future events may determine it.
