NC 'manages to grind own axe' on CVC appointment
Meeting of High level Panel convened on May 12

Jammu, Apr 30: Keen on making State Vigilance Commission functional for over six months, now, the ruling NC has conveniently delayed the process of selection of an officer who will head the Commission as Chief Vigilance Commissioner. The delay is not propelled on account of circumstances or extra ordinary pre occupation of the coalition Government with other matters of governance instead the NC has done it purposefully in order to grind its own axe in terms of having an officer of its own choice at the helm of 'affairs' in the Commission. Even as the name for this post has been almost decided by the coalition partners, a formal meeting of the High level Selection Committee led by Chief Minister Omar Abdullah has been convened on May 12 at Srinagar.
Though it is no secret now that DGP Kuldeep Khoda's name is among prime contenders whom NC wants to be on board as Chairman of SVC, coalition, NC in particular wanted to settle the things in this direction as per their own liking that would eventually serve its own purposes in more than one way. For reasons apparent NC managed to drag and pull on the selection process even as it is over one year now the Commission has come into being. Though a panel of three persons, two from outside the State has already been made, but sources said it is only for cosmetic purpose as NC has managed to convince and seek consent of its alliance partner Congress and the matter was discussed threadbare in the recent Coordination Committee. Sources also said even though it is being projected as unanimous choice, some leaders within Congress did not support the way NC is 'imposing' its choice over the matter on the alliance partner. However, in order to follow the principles of coalition dharma, Congress leadership has deemed it proper not to raise voice of dissent over the matter as it would send wrong message politically, sources added.
Sources also said that though things are almost decided, at least over the nomination of the Chairman for the important Commission, the Government is convening a meeting of the high level panel of which leader of opposition Mehbooba Mufti is also the member besides Deputy Chairman Tara Chand. Pertinently, Khoda, who is an IPS officer is due to attain age of superannuation at the end of May this year . The Government , it may be recalled brought an amendment in the SVC Act last year the main purpose of which was to accommodate IPS officers , serving or retired in the Commission, a provision which has facilitated entry of Kuldeep Khoda in the Commission and made things for the NC led coalition easier. However, it remains to be seen what happens once the appointing panel meets five days after reopening of the offices in Srinagar.
That NC conveniently and tactfully delayed the selection process to accommodate the persons of its own liking at the helm of affairs became clear when it waited without reason for discussing the issue in the coordination committee in April, despite Prof Saif-u-Din Soz, who heads the coordination committee, made desperate attempts to convene the meeting earlier. The Congress members and Prof Soz had to wind up a meeting convened prior to last one as NC members did not respond to the urgency of appointing the Chairman for this Commission and other Commissions and Corporations and NC high command simply chose to stay away from the meetings. It merits a mention that delay by NC was made also to let a period of time pass (until March end) when one more senior IPS officer of integrity and honesty Dr Ashok Bhan, a front line contender for the post on account of his merit, was left out of race for a technical reason related to age mentioned in the provisions of the Act.
