JK Edu Dept 'parked' funds in savings bank accounts: CAG | | | agencies New Delhi, May 1: Comptroller and Auditor General (CAG) of India has slammed the Jammu and Kashmir Education Department for various lapses and said poor utilisation of funds had resulted in huge unspent balances at the close of the financial years at all levels. The CAG repoprt made available today, says the State Implementing Society (SIS) of Government of India's Sarva Shiksha Abhiyan (SSA) had "retained" funds and "parked" these in savings bank accounts during 2006-2011 and 32 to 72 per cent funds were released by SIS to implementing agencies at the fag end of financial years. At the state level, 3256 habitations (12 per cent) were without any schooling facility and although teacher-pupil ratio in test-checked schools was 1:12, 718 schools out of 7016 were run by single teachers. The report says that of 5232 works relating to construction of schools, additional class rooms, cluster resource centres and others, taken up during 2002-2011, only 65 per cent had been completed. Work on 560 school buildings had not been started, 485 works abandoned midway and 34 school buildings taken up on disputed sites. Also, in addition to lack of basic amenities and facilities like toilets, drinking water, play grounds and others in many schools, 488 computer systems purchased during 2006-2009 in six districts were lying idle because of which computer facilities could not be extended to 184 of the 193 surveyed schools. The reports says there was a delay of more than three to five months in the issue of text books while non-completion of 68 school-cum-hostel buildings for the last three years had resulted not only in unproductive expenditure of Rs 9.24 crore but also in avoidable annual rentals of Rs 27.20 lakh on hired accommodation. Referring to the mid-day meal programme, the report says it did not have the desired impact because of inadequate infrastructure, deficient survey for preparation of annual plans and less lifting of foodgrains from the Food Corporation of India (FCI). Also, monitoring of the programe was "virtually non-existent," the report says. |
