Omar to empower panchayats with more financial, supervisory powers | | | Early Times Report JAMMU, May 2: Pending a final decision on whether 73rd and 74th amendments were to be incorporated in the state constitution for empowering Panchayats the NC led Government plans to give more powers to the members of each Panchayat committees for monitoring the pace and progress of every development projects with respect to proper utilization of funds. Official sources said that all major 14 departments have been asked to release funds for various development projects only on the basis of the recommendations and suggestions of Panches and Sarpanches. The members of the Panchayats have been given the responsibility of monitoring the progress in the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS).During the last several years the state Government has been blamed for slow progress in various MGNREGS. In various cases funds allocated for this Centrally Sponsored Scheme have been either underutilized or misappropriated. Hence the Government wants to empower the members of the Panchayat committees for supervising all centrally sponsored schemes and projects under the State sector. Informed sources said that since the Chief Minister, Omar Abdullah, had yet to concede the Congress demand for incorporating 73rd and 74th amendments in the State Constitution he has decided to empower the Panchayats without these constitutional guarantees. Indications are that if the Congress high command mounted pressure on Omar to empower the Panchayats by amending the State Constitution he may table a bill for incorporating 73rd and 74th amendments in the State Constitution in the state legislature during the next session. Since the PDP, Congress, BJP and the Panthers Party are in favour of empowering the Panchayats, the Bill would be adopted by the legislature without any hiccups. |
