Sending weapons for security forces linked with violence in Kashmir | | | State secretary of CPI(M), M.Y.Tarigami, who is also a member of the Assembly, has urged Delhi to stop sending weapons and ammunition to Jammu and Kashmir and instead provide jobs to the unemployed and concede the demands of the workers. Well Tarigami would have been cent per cent correct had he been totally unaware of what has been happening in Jammu and Kashmir, particularly in the valley, since 1947, when the state witnessed first tribal invasion from Pakistan. He would have been appreciated for his sentiments he has expressed by suggesting to Delhi to stop send weapons and ammunition to Kashmir had he been ignorant of the vents that have taken place in the state since 1988-89, when the Pakistan sponsored insurgency took roots in the state. Tarigami would have been excused for pleading in favour ending the practices of equipping the security forces and the police, deployed in Jammu and Kashmir,with weapons and ammunition had he been unaware of the dance of death and destruction in the state. Well Tarigami's plea for providing jobs for the employed youth in the state is genuine. There are over six lakh educated unemployed youth registered with the employment exchanges in the state. It would have been better for the CPI(M) leader to have examined the genesis of the problem of unemployment in Jammu and Kashmir. Prior to the rise of militancy in the state the successive state Governments would blame the weak industrial sector for gradual rise in the unemployment figure. As far as the private sector is concerned its base is so weak that it cannot provide any job opportunities for the unemployed people. Had there been increase in the number of multi-national companies it would have eased the problem.And after militancy took roots in the state there was marked decline in the in the growth of industrial sector. Apart from poor increase in the establishment of new industrial units the rate of sickness also increased. With poor growth in the industrial sector and increase in the rate of sickness the problem of unemployment bcame complicated. New Delhi will be pleased to concede Tarigami's demand provided the communist leader used his resources for ensuring peace in the state. Let Tarigami create atmosphere in Jammu and Kashmir which wass conducive or development in the sectors of industry, agriculture and horticulture so that people felt encouraged for setting up agro-based industries for which the state had sufficient raw materail. It would be better for a well meaning leader like Tarigami to prevail upon some trouble mongers so that they did not try to wreck the tourist season. No doubt after the 1996 Assembly election the tourist traffic to Kashmir had registered sharp upward curve. Since a large segment of people in the state depend on tourism bumper tourist traffic to Kashmir could help people to seek gainful employment. Once militancy related incidents of violence touched a new low thereby generating peace there was no reason or compulsion for New Delhi to send more weapons and ammunition for the police and the security forces. Increase in employment avenues and decrease in sending weapons for security forces were linked with peace. Let Tarigami work for promoting peace in the state. |
