Chauri aur seena zauri' becomes order of day in RDD Kashmir | Large scale embezzlement detected in MG NREGA in Chadoura, Langet blocks | | Early Times Report SRINAGAR, May 3: While as State Vigilance Organization (SVO) has noticed MG NREGA and IAY payments against the already existing works in Langet (Handwara) block in Kupwara district, an RTI activist has received a death threat from a local contractor allegedly with the encouragement of Block Development Officer (BDO) in Chadoura block of Budgam district. An ordinary villager and RTI activist, Fayaz Ahmad Wani of Kutabal, Chadoura, complained to Police today that a local contractor, namely Abdul Ahad Khan, threatened to kill him after Wani filed an application under RTI Act at office of BDO Chadoura, seeking details of certain works and schemes in community block Chadoura. According to him, a local mate, known as a contractor, could never dare to threaten him without the support of senior officials like BDO and Assistant Commissioner Development (ACD). "I sought details about works executed in Kutabal village for the last five years especially under MG NREGA , beneficiary list of Indira Awas Yojna (IAY) and other details from BDO office Chadoora on May 2nd and hours after filing the application ,the BDO office officials leaked this news to Ahad Khan. Khan allegedly started threatening me and told me that I will be killed. After this I left my home as I feel totally insecure", Fayaz Ahmad complained. "I am too scared of this man who has made life of poor people in our area very miserable. Ahad Khan gets all contracts from R&B and Rural Development and the money which is provided for BPL people to construct houses under IAY scheme is given to such people who do not deserve it and majority of the IAY sheds have not at all been constructed", Fayaz said. He alleged that Ahad Khan and his son, who is a local Sarpanch, are using JCB (bull dozer) to undertake MG NREGA works", said Fayaz Ahmad in the area thus depriving poor population do labour work under this scheme. A complaint has been filed in Police Station Chadoora by RTI applicant Fayaz Ahmad in which he has demanded legal action against Ahad Khan and sought police protection. Wani complained that few weeks back Ahad Khan and his sons attacked Forest officials of Pir Panchal Forest division when they had gone to Kutabal village to stop encroachment of forest land under taken by Ahad Khan. He was leveling forest land with the help of JCB and when the Forest officials lead by a Forester tried to stop this Ahad Khan attacked the officials. An FIR has already been filed in this regard at P/S Chadoora. A forest official told Greater Kashmir that Ahad Khan has several FIR's registered in various police stations related to timber smuggling. He complained that BDOs, hand-in-glove with mates and contractors in their area of jurisdiction, had been looting sizable chunks of funds provided by the Centre under various flagship schemes in Rural Development sector. Wani says he was now determined to meet with Chief Minister Omar Abdullah and top functionaries of state's Rural Development Department, State Vigilance Organisation and Crime Branch and provided him documentary evidence to establish that Crores of Rupees from the Central funds were being swindled and drawn from treasuries by a mafia of contractors, mates, Panchs, Surpanches and officials of RDD Kashmir. Around the same time, SVO has noticed large scale irregularities and embezzlement in MG NREGA, IAY and other flagship schemes of Government of India in Langet block of Kupwara district. Sleuths of Vigilance Organisation Kashmir (SVO) have conducted a series of raids and seized records from BDO's office and local branches of J&K Bank Ltd. According to informed sources, IAY units have been found allotted to owners of two-storeyed houses. A number of beneficiaries, allegedly in league with officials of RDD Kashmir, have been found to have drawn amounts of Rs 30,000 each and shared it with the officials. In addition to that, payments have been fraudulently drawn from exchequer on account of digging bore wells which actually already existed in a number of villages in community block of Langet. The beneficiaries include a number of local mates, contractors, Panches and Surpanches. BDO Langet, Syed Naseer Ahmad, and Manager of Langet branch of J&K Bank, Lateef Ahmad, confirmed to mediapersons that a team from Vigilance Organisation Kashmir, led by Inspector Mohammad Amin, collected details with regard to MG NREGA works and bank accounts of labourers and material suppliers. While as ACD Kupwara was not reachable for comment, Director RDD Kashmir, Jehangir Ahmad Mir, did not respond to repeatedly made phone calls.
