NPP hails High Court judgment on new Degree colleges | | | Early Times Report Jammu, May 4 : Harsh Dev Singh NPP MLA and its working Chairman has hailed the judgment of the Division Bench of the State High Court issuing directions on writ petitions seeking establishment of Degree Colleges in various rural tehsils and other deprived areas of the State. He said that the High Court ruling is a landmark judgment which would go a long way in addressing the aspirations of the educationally deprived and other deserving places of the State seeking provision of degree colleges in their respective areas. He said that writ petition by way of Public Interest litigation filed by National Panthers Party had sought opening of degree colleges in the most deserving areas and tehsils including Majalta, Chenani, Sunderbani, Gool, Kalakot and Magam. Harsh Dev Singh said that the NPP had questioned in the writ petition the modus operandi followed by the govt. in 2007-08 for the purpose of allocation of degree colleges. He said that whereas the colleges had been sanctioned in individual villages on political and other extraneous considerations, the tehsils, which were definite administrative units, had been ignored. He said that the NPP had challenged the govt. decision of allocating colleges on grounds of arbitrariness and for ignoring the genuine claims of other eligible areas for vested political interests.. Harsh Dev Singh said that the Division Bench of the High Court comprising acting Chief Justice, Justice Virender Singh and Justice Husnain Massodi after hearing the arguments of both the sides including H. C Jhalmeria representing the petitioner and Advocate General M.I Qadri, Vinod Bakshi and Mrs. N. Goswami for respondents has given a landmark judgment upholding the rights of the deserving and deprived rural tehsils of the State. He said that the High Court found merit in the NPP's writ petition and observed that the said tehsils deserved to be considered for setting up of govt. degree colleges. Singh further hailed the operative part of the High Court judgment which ordered that " Qadri, learned Advocate General fairly concedes that the claim set up as regards setting up of colleges at Majalta, Chenani, Sunderbani,Kalakote, Magam and Gool, merits to be considered. Qadri states that government has already taken initial steps for setting up a degree college at Majalta and extends an assurance that the State Government shall accord active consideration to such claim in respect of Chenani, Sunderbani, Kalakote and other towns/areas and that an effort would be made to submit concrete proposals and get the proposals cleared as far as possible during current financial year. |
