No 'discrimination' in canine trouble : relief for govt……..?
Both capital cities face 'terror' of stray dogs

Jammu, May 4: In the NC led regime of coalition in J&K at present , the three regions have witnessed discrimination on almost every front . But there has been uniformity and no discrimination at least on one count over which the ruling NC and its ally Congress can take 'pride' in having a similar scenario - the menace of stray dogs which has engulfed both the capital cities, the numbers certainly high in the summer capital where its impact has been felt with severity lately to the extent that people see it no less than a terror on the roads and streets.
If the entire Kashmir valley , particularly Srinagar city is in grip of canine trouble, the winter capital Jammu sees no relief on this front, only that the increasing number of dogs on roads and streets of old city and even posh areas has not been surveyed so far. In Srinagar they are feared to prove worst this year because an unusual surge in the number of dog bites has been seen only during winters. This year alone, over 1600 cases of bites have been registered at SMHS Hospital run Anti Rabies Clinic(ARC), the sole government facility for administering dog bite cases in the City.
Not lagging behind is the scenario in Jammu , particularly in city areas where stray dogs have increased manifold resulting in the unprovoked attacks on passersby. During last 2-3 months, dozens of cases of dog bites were registered in the Government Medical College Hospital. These became conspicuous and came to media glare only when it came to fore the Hospital was not prepared with adequate anti rabies vaccines. The intensity may certainly be much more in Kashmir but the way things are being left unnoticed on Jammu roads and cases almost unattended or not properly treated makes the only difference in the scenario in two capital cities.

The cases of dog bites have broken all previous records in both the cities where government and Municipal authorities which otherwise should have been focusing on development and other beautification works are now engaged , rather struggling to fight this negative cause and find remedies with increasing public outcry.The roads of both Jammu and Srinagar city which normally under any government should have been witnessing development in terms of widening , repairing, sheds for passengers are depicting a nauseated scenes of heavy presence of dogs on both sides, sometimes in the middle of the roads , posing inconvenience not only to pedestrians but also to the vehicle owners .
In both the cities, while the trouble is being faced by all sections, but it is the students and morning walkers who are feeling intimidated by the swollen presence of stray dogs. Poor students are often seen carrying sticks on their bikes and scooters or while walking past any street with dogs lined up on all sides. While the Government and Municipal Authorities have yet to come up with some effective remedy for this horror on roads, the Government doesn't need to worry much in terms of any outcry from the rivals that they have discriminated on this 'development'.
