Omar ideal in raising issues, fails to offer solution

Srinagar, May 5: Chief Minister Omar Abdullah has been very intelligent in generating debate on issues of public interest and bringing them in public domain but has failed in translating his words into action and very often gets trapped in his own juggleries. In other words he raise the issues with zeal and buries them with apathy.
His latest remarks on practice of annual Sarbar Move in the State, " we run away when people need us most and face the most difficulty. The Darbar Move is escapist" has come into public domain and people have started discussing it.
However, it is unfortunate that the Chief Minister of a State like Jammu and Kashmir has been idealistic when he is supposed to be more practical. State needs practical politics rather than idealistic juggleries. And this is exactly what he said in a panel discussion on a news channel in 2008 when the results of the general Assembly elections were declared and his party emerged as the single largest party. It is still fresh in my mind when on one of the panellist's suggestion that it would be great service to the nation if National Conference and People’s Democratic Party come together to give the State a stable and viable Government, irked Omar Abdullah who lashed out at him advising him to be practical rather than ideal.
"It is good for presentation in seminars , you can put this idea before intellectuals for discourse, be practical it is not possible on earth" Omar told him at that point of time. But ever since, he took the reins, he has always been idealistic and seldom practical. He is fond of bringing the issues of public importance in public discourse much in an idealistic way but never translates his ideas into action.
Darbar Move or the annual shifting of Jammu and Kashmir's Civil Secretariat from Jammu to Srinagar and vice versa is no doubt a practice started by Maharaja Gulab Singh in 1872 to take escape extreme weather conditions in Jammu and Srinagar and is proving costly for the State exchequer as it has to spend crores of rupees twice a year to shift the massive workforce and voluminous records between the twin capitals of the State. You leave the people at the mercy of God when they need you most and people have been debating this thing since long but when it is from horses mouth, people expect practical solution to the problem which Chief Minister seldom provides.
There have been demands for putting an end to this practice of shifting offices but allegations of regional discrimination, both from the Valley and Jammu, have prevented successive Governments from even giving a thought to it. However, it remains a fact that the moving of the offices have often been blamed for poor performance of the Government machinery, especially in development and administrative works.
Raising issues or discussing them in a way to bring them in public domain is not the business of a Chief Minister, he is supposed to act and offer solution people's problems. But in our State it is other way round, Chief Minister identifies issues and then buries them beneath the earth.
There have been hundreds of issues involving the interests of the State or a part of it, Chief Minister identifies intelligently and ignores the same delinquently.
It would have been in the fitness of things if Chief Minister could offer a solution to the problem or at least suggest alternatives to build public opinion. Or for that matter it was better to at least ponder on who rules the State during the process of shifting Darbar from one capital to another after every six months when Civil Secretariat employees and bureaucrats proceed on vacation for seven to 10 days. Practically the Government and the governance remains suspended during these vacations. People have to pay price for suspension of normal business and in case of eventuality or an extraordinary situation none is accountable for nothing. Furthermore, have our leaders and Constitutional experts ever deliberated as to whether the Constitution or the law of the land allows suspension of the Government once in six months when Darbar Moves from one capital to another. Yes, Government remains suspended though administrative apparatus at district and divisional level remain in tact but that is administration not the Government. Ok, one may not agree on the plea that holidays other than the move vacations are always there and in every system of governance, Government offices remain closed on holidays. But ours is a unique case, you don't have a capital, no offices, no records available or no camp office available for the days when Darbar is in process of shift.
