Omar's stand on NCTC in line with NC's view on AFSPA ?

plan on the establishment of NCTC it is on the expected lines.And those who express surprise over Omar's opposition to NCTC on the ground that it was morally wrong for the Kashmir Chief Minister to do so when he has beeen sharing power with the Congress in the state need to remember that some of the allies of the UPA,including the TMC supremo and West Bengal, Chief Minister, Mamata Banerjee,has been in the forefront of those opposing the idea of setting up NCTC.
At the same time one does feel amazed over Omar's argument that the powers to arrest subversives be entrusted only to the state police and whenever counter terrorism operations were to be launched by the central security forces they should do so in collaboration with the state police.
One had expected Omar to side with Chidambaram's idea on the NCTC bcause Jammu and Kashmir,when compared to any other state in the country,has suffered heavily on account of Pakistan sponsored proxy war,that had been launched in 1988-89.As a result of this proxy war several thousand people have been killed,damage to private and Governmentt property having been on a massive scale.In fact the incidents of subversive violence had resulted in the dance of death and destruction in Jammu and Kashmir on a largescale.?In line with its old policy the Congress ally National Conference has articulated its reservations over the Centre's NCTC stating the present form makes it as stringent as the controversial Armed Forces Special Powers Act (AFSPA).Turning down the proposal politely, Jammu and Kashmir chief minister, Omar Abdullah also pointed out that the issues raised during the meeting of various state officials chaired by union home secretary, RK Singh last month have not been incorporated in the new draft circulated by the Centre.
Omar said the proposal in the NCTC for handing over the arrested persons and seized material to the nearest police station "as soon as possible" makes it "almost as stringent as the existing provision available under AFSPA."This is likely to have far reaching consequences in our state which is politically sensitive. We have been advocating for revocation of AFSPA and it has been welcomed by all shades of people in the state", he said.
Therefore, "mandating the NCTC with such powers may run counter to our efforts towards the removal of AFSPA at least from certain areas, and can generate avoidable criticism", Omar has said. He has pleaded in favour of power of arrest and search remaining with the local police only.."The power of arrest and search to be conducted independently without the state police being a part of the exercise may result in overlapping of responsibilities of the law enforcing agencies and can have local operational sensitivities especially, in the context of the situation in Jammu and Kashmir", he has said
Political pundits opine that Omar's stand on the NCTC is in tune with his repeated demand for withdrawaal of the AFSPA.
During the last three years, Omar Abdullah has made revocation of the AFSPA as a major political issue.
Despite repeated pleas of the top Army functionaries favouring continuance of the AFSPA as a legal cover for the security forces and their argument that without AFSPA troops and other security forces may not be able to initiate counter insurgency operations do not seem to have convinced Omar Abdullah.
It seems that Omar Abdullah is more worried about the vote bank of the National Conference in the Kashmir valley than in counter insurgency measures. Observers believe, rightly or wrongly, that since Omar Abdullah and his party have started feeling the pinch of the anti- incumbency factor and have realised that poor performance of the Government may mar the poll fortune of the National Conference and hence the Chief Minister and the working President of the NC has started opposing the establishment of NCTC.
