National security cannot be achieved in isolation

The debate on NCTC ended without any positive out
come. Eleven states Chief Minister's did not accept the
mooted proposal of Home Minister PC Chidambaram on the issue citing their own apprehensions about its misuse on one account or the other. The Home Minister despite his laudable able efforts to convince the opposing members upon the subject of NCTC helplessly failed to prevail in the end. The logjam could not be broken and at the end of the day the sincere efforts without adding to the pages of history, entered again in the theory of red-tapism to devise, explore new strategies to accommodate the aspirations of the opponents. This is the prime example of democratic functioning where so much flexibility is given to overstretch the things sometimes upon the most important and number of times over the trivial issues as well. Discussion is a salubrious practice which should be carried out without any conflict but the conflict must not lead to dissolve the issue or dilute it beyond certain point to reduce or kill its effectiveness. .Instead at the end of the day, certain resolution must come out justifying the hours spent over such an exercise. Progress takes place only when good home work is done prior to meeting of minds during the debates, discussions, otherwise such sort of exercises generally end in futile. In the light of this unfortunate outcome, can we hope that ever India will be able to tackle the terror strongly and uproot it from her own soil? Certainly never, unless the habit of leg pulling by our politicians does not die and habit of acknowledging the good work, initiatives of the opponents as well as by the opponents does not grow. Keeping in view the existing political scenario across this nation ,a strong myth has rooted in the minds of the citizens of this nation that India cannot deal with terrorists attacks because the nation is exposed to many weaknesses owing to internal political wrangling, dissensions and above all poor political will to unite on the common platform to curb the threat . Comparably, see the height of respect and affection for one another in the Americans. In Year 2001, America became the target of the terrorists attack .The American government took the challenge and realised that time has come to wage a war on the terror before any further damage is done. The then president G W Bush approached his predecessor Bill Clinton to stood by his side to wage the war on the target and again after meeting with the success by eliminating the mastermind behind 9/11 event namely Osama Bin Laden on the foreign soil ,after sacrificing precious lives of the manpower deployed for the cause, again shared the dais by paying the tributes to those who set the objectives to be achieved and equally spared no moments in eulogising the real hero G W Bush for the beginning of the inning .Notably here present incumbent Mr. Obama wished G W Bush, to be ,by his side at the time of addressing the countrymen from Ground Zero.
Will ever we be able to see such a rare of the rarest occasion of celebrations acknowledging one another efforts? The day we have such a happening, it would set an era of emerging a matured democracy. Till then, only democracy we presume shall remain confined merely to the pages of the constitutional history. Terror created by the internal enemies or external foes are a sort of threat to one and all because the bullet does not decide the path itself where to go and hit the target. It is the master of the gun who holds the trigger and who sets the target. Unfortunately sometimes when it fails to nail down the target then somebody else becomes the victim by falling prey to it. The loss caused due such elimination in any type of the incident is borne by the family, near and dears, friends, society and the state.
Right since the inception of terrorism and Maoism ,we have seen and faced terrible amount of unrecovered losses .The time has come that we should learn the lesson and at least in the event of terrorism ,we must not fight over minor aspects and show solidarity by shedding all the differences as well as other economic considerations and evolve a consensus to overcome the threat. Remember open fists and shaken hearts cannot strike the blows. A thin line that divides the hearts and does not allow the meeting of the minds have to be erased for ever keeping in view the National security above all other considerations .Efforts of Centre and the States in isolation cannot do wonders .No doubt ,Police is a state subject but the state of the various 'STATES' in dealing with the insurgency may be it of a Maoism ,Terrorism ,Jihadism or any other kind is not good enough to cause the blow with their own available apparatuses. The factors are many like poor manpower, lack of weaponry gadgets, transportation means to reach the hostile regions and terrains ,weak intelligence gatherings and slow or delayed common sharing ,poor funding of the resources to cover the needs of the informers as well as exhaustive amount to rehabilitate the surrender derailed elements from the national mainstream etc. What is desired is the faith on one another in respect of issues pertaining to the nation's security. Very recently ,responding to the six hour debate on Demands for Grants (2012-13) of Home Ministry,P Chidamabaram, Union Home Minister ,called on the states to contribute a little ,in terms of resources as well as cooperation on crucial initiatives ,such as NCTC and anti-Moist drive. H e even cited the provisions laid down in the constitutional ( List- ii) that Law and Order and public order are the prime responsibility of the state government. It also says in Article 355 that it is the responsibility of the Central government to protect every state against external aggression or the internal threat. He further disclosed that government of India has spent Rs. 40, ooo/=crore on Police whereas Rs. 60,000/= have been spent by all the states together on the managing the affairs of Police .So by drawing conclusion and comparison, we find that State's contribution to the budgetary allocation on the police is not very encouraging. Hence unless states do not accept the principle of shared responsibility, we cannot hope to develop a strong mechanism to fight with the terror effectively. Let we do not support to dilute the proposed ideology of NCTC but enhance its promulgation by modifying certain aspects concerning the opponents of this ideology for overall stability and defeating the nefarious designs of the subversive elements.
