Extremist ideology in K needs to be addressed, says Singh
Terrorist Infrastructure In Troubled Pakistan

Jammu, May 7: Union Home Secretary RK Singh the other day informed members of the Parliamentary Standing Committee on Home Affairs (PSC) about the latest situation in Jammu and Kashmir. Reflecting on the prevailing security environment in the State (read Kashmir Valley and other terrorist-infested areas in the State), Singh, inter-alia, said: "There is Jihadi terrorism and other terrorism. They are not distinct as they are related. One is terrorism inspired by people coming from Pakistan and motivated from across the border. There are also those whose control is in Pakistan. They carry out some strikes. And then there are also local groups, which have emerged and managed to neutralise many groups. The extremist ideology being propagated (in the State) needs to be addressed".
"The cries of extremist fundamentalism are something of concern to us. The modern means of communication have complicated our work. Earlier we used to keep tab on them. Our intelligence agencies are focusing on that. We have specific intelligence about the number of Hizbul Mujahideen (HM) militants and LeT (Lashkar-e-Toiba) terrorists poised to cross over. They are carrying out reconnaissance to cross over. This danger still lurks." "Infiltration has come down substantially by all accounts but added that it does not mean that the threat was over," he said in this regard.
Indeed, the Union Home Secretary did plain-speaking and reflected on the nature of the ongoing secessionist movement in Kashmir and the dangers it poses to the country in the State. He took to task the neighbouring country and its agents in Kashmir who have been fomenting troubles in the Valley by preaching an extremist ideology, based on fanaticism. His suggestion that the "extremist ideology being propagated needs to be addressed" should leave none in any doubt about the nature of the Kashmiri movement sponsored by Pakistan and backed to the hilt by its agents in the Valley like Syed Ali Shah Geelani and Mirwaiz Umar Farooq. The Home Secretary talked tough in real sense of the term. What the Union Home Secretary told members of the PSC was not consistent with the stand of Union Home Minister P Chidambaram who has repeatedly expressed the view that Kashmir has a unique history, unique geography and unique problem that needs a unique solution and that the solutions applicable to other States of the Union cannot be replicated in Kashmir.
As for the PSC members, they very strongly urging the Union Government to keep close watch on the situation in Jammu and Kashmir (read Kashmir and its adjoining militant-infested areas), as also keep vigil on "terrorist infrastructure in the troubled neighbourhood (read Pakistan). The PSC on Home Affairs is headed by former national BJP president Venkaiah Naidu and has on it members like former Deputy Prime Minister LK Advani, Nationalist Congress Party leader Tariq Anwar, CPI leader D Raja and Congress leader Janaradhan Reddy.
Don't go "complacent" was their main refrain, notwithstanding the fact that the PSC in its latest report expressed "satisfaction over improvement of security situation in the State". The PSC was of the considered view that efforts needed to be made to make people of the State "understand the negative consequences of violence" and that the Union Government should undertake more "developmental measures" in the State (read Kashmir) to "bring back people, who are misled, into mainstream".
It is clear from what the members of the PSC opined that they still believe that "people, who are misled, could be brought back to mainstream". And, what they opined was what the political leadership in New Delhi had been opining since the State's accession to India. Their opinion is not based on the ground reality and the ground reality is that the Jihadis have been playing havoc with Kashmir since the late 1980 with a view to ending the Indian presence in the Valley, destroying the symbols of Indian civilization and establish there a system similar to the one prevalent in medieval India.
One would certainly go with the Union Home Secretary and not with the members of the PSC for the simple reason that the problem in Kashmir is essentially communal and that those involved in the movement belong to that section of society which is highly prosperous, well-entrenched and have connections at right places in and outside India. They have repeatedly said that are not demanding employment and financial packages. They have been demanding the right to self-determination so that the Muslim majority in Kashmir could decide its own future the way it wants. It is indeed disturbing that the Indian political class is still not prepared to see the writing on the wall in Kashmir and that its whole approach towards Kashmir is based on the misguided notion that there are certain misguided elements in the Valley who have been creating troubles there. The problem in Kashmir is communal and it has to be tackled as such, besides neutralizing those using terror tactics to achieve their nefarious goal.
