3 tier system a distant dream in JK | Sarpanchs boycott NHRM function | | early times report Jammu, May 9: Panches and Sarpanches of Samba district, comprising of 100 panchayats, boycotted the official function organized by the health department in their district to protest for not implementing 3 tier system properly. The panches and Sarpanches including Shamsher Singh Sambyal, a sarpanch of Aamli Panchayat (Samba),were invited in the function in which Health Minister Sham Lal Sharma, Industries Minister Surjeet Singh Slathia, Minister of State Javed Ahmed Dar, Yashpal Kundal, MLA Ramnagar Harshdev Singh, MLC Noor Hussain, MP Madan Lal Sharma and MP Lal Singh took participation. The boycott of the official functions by panches and Sarpanches is stated to be the blot on the face of the coalition government. "The government has failed to incorporate necessary 73rd amendment in the constitution and it seems that did not want to give powers to the panchayats following which we were forced to take such a decision," Sarpanches and Panches association told. The association demanded implementation of 3 tier system in the state as early as possible other wise the association of all panches and Sarpanches would hold protest against coalition government. Giving information they said that t sarpanches and panches of Gagwal, Parmandal and Samba blocks have not taken cheques of Rs 1 lakh from the department as a mark of protest since the amount is very low and panchayats will not be empowered with the amount. "Over a year has passed to Panchayat election and now they are giving cheques which we have decided not to receive as a mark of protest," he said, adding "We are given direction from the Rulr department that out of one lakh, Rs 50, 000 should be spend on renovation of panchayat ghar and Rs 25000 its furniture and rest 25000 for other purpose." The association questioned that how elected panches and Sarpanches can contribute in the development of their respective areas or block in power starve state when they are not given enough amount for the purpose.
