Trifurcation movement gains momentum | BSP & Jammu's Empowerment -- II | | Neha jammu, May10: It was on May 7 that the trifurcation/reorganization or separation from Kashmir crusade gained momentum in the real sense of the term. What happened that day? That day, the BSP national general secretary of the Bahujan Samaj Party and member of Rajya Sabha Narinder Kashyap, along with local BSP leaders, including party president Tulsi Dass Langeh, told reporters in Jammu that the BSP had adopted a resolution seeking trifurcation of the State into Jammu, Kashmir and Ladakh States and that he had also raised the issue of the State's reorganization in the Rajya Sabha which was appreciated by others in the Upper House. Not only this, Kashyap asked the NC-led coalition Government to adopt trifurcation or reorganization resolution in the Assembly and forward the same to the Union Government for its consideration and approval. He declared that his party is committed to adhere to the ideology of the Chairman of the Indian Constitution Drafting Committee Dr BR Ambedakar, who had as early as in 1952 suggested reorganization of the State as a solution to the issues afflicting the people inhabiting three regions of the State - Jammu, Kashmir and Ladakh. To justify the demand seeking reorganization of Jammu and Kashmir State, Kashyap, among other things, said that the State consists of three distinct geographical and cultural regions which cannot be kept intact, as the existing politico-constitutional arrangement has, instead of ensuring equitable development of all the three regions, only added to the problems and woes of the people, especially those belonging to Jammu province and Ladakh region. He asserted, and rightly said that the existing politico-constitutional arrangement, which is essentially unitary in character or which is patently one-region-centric, has outlived its utility and that the time has come to do away with the same and confer the status of statehood on Jammu and Kashmir and status of Union Territory on the trans-Himalayan Ladakh. He asserted that in the State's reorganization lies the lasting solution to the issues afflicting the people of the State. If all the three regions of the State have to achieve all round development and if the people of all the three regions want to exercise equal rights and lead a dignified life, reorganization of the State is imperative, he, in fact, said. He also criticized the practice of Durbar move saying it has only caused immense losses to the State exchequer and had not in any way mitigated the problems and hardships of the people. He said, and very rightly, that the people of Kashmir face problems and inconvenience when the Durbar functions in Jammu during winter months and the people of Jammu face similar problems when the Durbar functions in Srinagar during summer months. In other words, he said that the practice of Durbar move, like the decades old politico-Constitutional arrangement in the State, has also outlived its utility and that it is time to discard this practice as well. The short point is that the national BSP leader said in unambiguous terms that the State of Jammu and Kashmir consists of three disparate regions housing people having different political perceptions, conceptions, aspirations, compulsions and needs. He did not cross the line. He only revealed the truth and nothing but truth. And, it was not first time on May 7 that the BSP put forth the trifurcation demand. The BSP has been raising this demand for quite sometime now. The local BSP leadership had also taken up this issue with the New Delhi-appointed interlocutors and not only urged them to recommend trifurcation of the State but had also demanded abrogation of Article 370 of the Indian Constitution saying this Article had deprived the Scheduled Castes and Scheduled Tribes of those rights which were available to such social groups in rest of the country under the Indian Constitution. It is indeed inspiring that the BSP, unlike the so-called nationalist and pro-Jammu and pro-Ladakh BJP, has taken up the issue in right earnest. It is hoped that the BSP would fight for its demand and achieve the goal by unleashing a full-scale campaign. It is also hoped that other political parties which are operating in Jammu province would also join the trifurcation crusade. Such an approach on their part is a must. For, unity among the Jammu-centric and nation-centric parties would make the task very easy. The BSP can achieve its objective because the situation as it has been prevailing in Jammu province since long is conducive for launching a strong trifurcation movement. It would not be out of place to mention here that an overwhelming majority of population in Jammu province is fed up with the Kashmiri leadership and the kind of administration it has handed down to them. They all want separation from Kashmir believing that any kind of truck with Kashmiri leadership is harmful for them and the region they inhabit. (Concluded) |
