Singh directed the State government to file status report withinsix weeks on the steps taken by the State Government to provide relief to theJammu Migrants, most of them have been camping in Talwara, Reasi. The High Court was hearing a contempt petition against the Govt. of J&K and the Union of India who have, according to the Contempt Petition, deliberately chosen to defy the direction of the Supreme Court of India as well as the High Court of J&K. Prof Bhim Singh, Sr. Advocate informed the court that the High Court of J&K in its judgement had directed the Govt. of J&K to provide relief to the migrants of Jammu Pradesh at par with the Kashmiri Migrants in 2002. State of J&K filed an Appeal in the Supreme Court which was opposed by Prof Bhim Singh. The Supreme Court in its judgement dated July 2006 directed the State and Union Governments to pay relief to the Jammu Migrants as well as the relief arrears from 2004 to 2007. The arrears were estimated by the State Government as Rs 21 crore. The State Government did not care to pay the arrears. The Panthers Party filed contempt petition in the High Court in 2008. The High Court had directed the State government to pay the arrears as agreed by the state within 45 days. The Government, instead, started harassing the migrants andeven stopped monthly relief. "The High Court order to the State Government to explain their conduct in this regard is the last chance for the State and Union", Prof Bhim Singh said.
