| Raw deal given to Jammu region | | Double, Triple Shifts-fallen flat, says Harsh Dev | | JAMMU | JAN 28 The NPP, MLA and former minister Harsh Dev Singh has questioned the efficacy and veracity of the high pitched slogans raised by the Govt. with regard to ‘ work culture’, ‘Double Shift’ system and ‘transparency’ in its functioning during the discussion on “Demands for Grants” in respect of the department of R&B (PWD) held in the legislative assembly here yesterday. He alleged that the slogans of ‘Double Shift’ and ‘Triple Shift’ regarding which the Govt. had been making tall pronouncements, had fallen flat and as such ‘Work Culture’ was no where to be seen in the works department. He said that several schemes announced in the R&B department under PMGSY, Bharat Nirman, ADB, CRF h as failed to take off and the department had utterly failed to avail of central funding in respect of various centrally sponsored schemes. According to Press release contesting the claim of transparency in works, Singh pointed out that 1232 works had been executed in the R&B department without inviting tenders during the course of one year from January 2006 onwards as per the written reply that was furnished to him. Similarly, he pointed out that 230 pre-mature transfers had been ordered by the R&B department during the year in contravention of the prevalent Govt’s. policy not to effect pre-mature transfers. On the development front Singh said that a raw deal had been given to Jammu region in the matter of allotment of funds under various schemes. He said that Jammu region with highly rugged and difficult terrain and top graphical barriers deserved a higher share for road connectivity. He said that even the Rang a Rajan committee constituted by the committee districts like Doda had a road density of 81% for districts like Budgam in Kashmir Valley. He, however regretted that all these factors were ignored by the department and during RIDF-IX for NABARD, 124 road projects ere sanctioned all of which were given to Kashmir. During 2006, as many as 186 road projects under NABARD were sanctioned out of which 89 were given to Kashmir and 97 to Jammu. He further pointed out that during the last year’s Budget session it was announced that Rs. 4100 crores would be spent on ADB and Bharat Nirman, but the department had failed to spend even 5% of what h ad been announced. Castigating the department for a wide gap between its promises and performance, he said that the slogan of ‘Work Culture’ had been reduced to a cruel joke with the people of the state. Making particular mention some of the schemes which were to be completed in 9 months, have failed to make any head way despite lapse of several years. He further called for rural centric approach with due attention to rural connectivity as this was the only way to develop the villages which accounted for eighty percent of the State’s population.
