DC Kishtwar orders probe into ‘outsourcing’ of teachers

kishtwar, May 11: The Deputy Commissioner Kishtwar has ordered a probe into alleged outsourcing of teachers in the district. The probe has been entrusted to Additional Deputy Commissioner, Jatinder Kumar Singh. He has been further directed to register an FIR against the imposters.
This will be the 2nd FIR against the teachers posted in Drabshala Education Zone after expose of fake certificate scandal by Kishtwar Police showing irregularities in Education Zone Drabshala.
As per inquiry order No: DCK/12/91-94, a series of complaints regarding mess in schools located in Bunjwah area, were received by the Deputy Commissioner Kishtwar in which general public complained about teachers posted in the area.
One such complained was lodged by Sarpanch Ghulam Rasool Butt on 26-04-2012 at Police Post Jawalapur Bunzwah in which it was prayed that instead of permanent teachers posted in schools, substitutes are working in Govt. Middle School Nali, Govt. Middle School Binoon and Govt. Middle School Mughalabad.
The matter was brought into the notice of Deputy Commissioner by SSP and DySP Headquarter telephonically. While acting on the complaint, DC directed in charge Police Post to visit the schools personally along with the complainant.
On his personal visit, in charge PP Jawalapur confirmed the allegation and submitted the report vide No: 32/5-1/7/PP Jawalapur to SSP, who endorsed the same to DC Kishtwar vide his No: Conf/Misc/3385-87/C. The report of SSP reveals that the permanent teachers posted in these schools have engaged substitutes and are involved in private business such as driving of Sumos, ferrying passengers and other activities.
Coming heavily on this, Deputy Commissioner ordered a magisterial enquiry and assigned the said enquiry to ADC Jatinder Kumar Singh (IAS) with the directions to submit the report within a period of three weeks. He also ordered to withhold the salary and future increments of erring teachers due in July 2012.
The Deputy Commissioner also directed Chief Education Officer to serve show cause notice to RETs that why their services could not be terminated.
Pertitently the police have already unearthed a fake certificate scandal in Drabshalla Zone and registered a case FIR No. 98 at police Station Kishtwar under Sections 420/466/467/468/471 RPC . The investigation of the said case is still on.
