Army deploying former ultras on Indo-Nepal border for checking ingress

JAMMU, May 14: Following inability shown by Jammu and Kashmir Government for sparing a company or two of the state police for deployment on the Indo-Nepal border for checking ingress of militants and other civilians who had crossed over to Pakistan and Pakistan occupied Kashmir for arms training the central security agencies besides the
Army have decided to post former militants on the border for halting illegal crossing of people into Kashmir.
Official sources said that the government has decided to deploy former militants as its spotters for the Army and other intelligence agencies on the Indo-Nepal border to keep a check on Kashmiris who use the route to enter into India.
Sources said that the demand for deployment of J&K police as also the former militants (spotters) came after a group of 40 people including women and children from Kashmir were reportedly detained on Indo-Nepal border a week ago.
It was alleged that among the 40 people some male members included the youth had allegedly crossed over to Pakistan occupied Kashmir for arms training and were now coming back along with their families.
According to the sources in the police, a large group of Kashmiri militants, most of them having married crosswords the LoC, were waiting for the implementation of the Return and Rehabilitation policy, formulated by the National Conference led Government, but when they found that the policy had hit road blocks these Kashmiris have started crossing into India from Nepal.
Sources said that whether the militants or those Kashmiri youths who had decided to join the mainstream politics, decide to travel back to the Valley they usually travel by air to Nepal from where they try to reach Jammu by train and from there travel to Srinagar by bus. Invariably these Kashmiris, including some militants are provided with valid travel documents for travelling to Kathmandu from where they try to cross into the Indian territory illegally.
It is in the context of this development that the central intelligence agencies, the Army and the top functionaries of the paramilitary forces have suggested to Jammu and Kashmir Government to deploy men of the state police on the Indo-Nepal border for identifying Kashmiris who try to cross illegally into the Indian territory.
After the Kashmir Government expressed its inability to make available some police companies, because of manpower shortage, the central agencies and the Army have decided to utilize the services of those militants who had surrendered and were working for them as their informants for keeping a check on the infiltration of militants and other Kashmiri civilians from Nepal.
